Illegal Chainsaw Operators Invade Forest Reserves In Brong Ahafo Region


Some forest reserves in the Asutifi South District of the Brong Ahafo Region have been invaded by illegal chainsaw operators who are cutting the trees for lumber.

The Desiri Forest Reserve at Siechem which shares boundaries with the Ashanti and Western regions is being destroyed by the illegal operators.

The District Chief Executive, Robert Mensah Dwomoh, who confirmed the development during the first meeting of the Assembly, accused the Forestry Commission, chiefs and politicians for turning a blind eye to these developments.

According to him, the Desiri and Bosomkese reserves have been greatly depleted over the years.

Unpatriotic Ghanaians including the traditional authorities, politicians and even the very people who are paid to protect the forest, have all contributed to the rapid degradation of the reserves.

He appealed to traditional authorities and Assembly members along the reserves not to hesitate to report any illegality for the necessary action to be taken.

He also called on the Ministry of Lands and Natural Resources, the National Security and the government to support them fight against the illegal chainsaw operators who he said were heavily armed.

The Chief of the Siechem traditional Council, Nana Boffo Banin, told Citi News that, he has petitioned the DCE to take action against the crime after his tricycle and motorbike were burnt by the illegal chainsaw operators and some farmers.

Reports say most of the criminals were from neighbouring countries including Burkina Faso, and they have pitched camp in wooden structures within the forest reserves.

Police Refuse To Grant Bail To Parent Of 13-Year-Old Who Committed Suicide


Father of the 13-year old class four student who committed suicide at Adukrom in the Asokore Mampong municipality of the Ashanti region is still in police custody four days after the sad incident.

Luala Ali and his Junior Brother, the uncle of the deceased who were picked up by the Asokore Mampong municipal Police command have been refused bail even at the instance of the relatives.

A relative of the family who will only give his name as Sammy told Ultimate News after visiting them in the cells that their relatives are being held to aid investigations.

He however pointed out that the family is looking forward to beckoning the police to grant them bail by Monday.

The boy, Denis Alia class four pupil of the Adukrom Presbyterian School hanged himself after reportedly finding out that he had failed his examinations and was going to be repeated in class four.

Over 300 Mechanical Engineers To Attend MAM Confab


The Chairman of the Mechanical/Agriculture/Marine Division (MAM) of the Ghana Institution of Engineers (GhIE), Ing. Michael Dedey has hinted that over 300 delegates are expected to attend this year's MAM Conference scheduled to take place on Thursday, 3rd August, 2017 at the Engineers centre.

Briefing the media about the upcoming MAM conference, Ing. Dedey said, One of the engineering disciplines most affected by the decline in the manufacturing/processing industries are Mechanical Engineers. The collapse and/or decline of many mines, factories, the dry dock, railways, car assembly plant, Tema Oil Refinery, Valco, Ghana Airways etc. are typical examples.

On the other hand, the emergence of thermal plants and the Oil & Gas industry has opened up other opportunities no matter how limited. As a Division of the Ghana Institution of Engineers, we have scheduled a conference to take stock and redirect our members towards other opportunities for Mechanical Engineering Practitioners.

The President of Ghana Institution of Engineers (GhIE), Ing. Carlien Bou-Chedid, explained that, Mechanical Engineering is the broadest of all the engineering disciplines. I.e. the American Society of Mechanical Engineers ASME identifies over 36 specializations within this discipline. Although our universities in Ghana do not have many of these specializations, the basic degree makes Mechanical Engineers one of the most versatile of engineers.

The practice of mechanical engineering deals with all manufacturing processes, machinery under the ground, on land, sea, air and in space. Basically, mechanical engineering has to do with any equipment that has moving parts.

The conference will therefore highlight some of the opportunities available to the younger practitioners and to support them identify these opportunities early enough in order to improve the practice and support accelerate development in Ghana.

The GhIE President concluded that any Country that has industrialized or developed has done so on the back of Mechanical Engineers. She therefore call on all MAM members and the general public to attend this maiden conference to make it a successful one.

Resolve Your Court Issues – Nana Addo Tells UEW Governing Council


President Nana Addo Dankwa Akufo-Addo has charged the governing council of the University of Education, Winneba, to immediately come up with measures that will ensure that all disputes and matters pending in court are dealt with.

Despite the contentions with recent court rulings of interest to the school, President Akufo-Addo said the law was to be respected and viewed as a path to the resolution of the recent conflict enveloping the school.

I am aware of recent happenings at UEW. Disturbing, as it were, it is noteworthy that it appears finality is being brought to beware on the matter. The current challenges in my view can be best surmounted if all stakeholders act within the confines of the law and respect the rule of law.

Court decisions are not always pleasant but they are in principle, the surest way to resolve disputes. Let us not through our utterance, actions and inactions undermine the authority of our courts. I am by this urging the newly constituted governing council to do all within its power to see to an amicable settlement of all matters pending before the High Court.

In the same vein, Chairperson of the governing council must urgently ensure that the council puts into place measures to seal all loopholes of waste and abuse of public funds, the President said.

Members of the University Teachers Association of Ghana (UTAG) at the University of Education, Winneba, are divided over the recent strike declared by their president, triggered by a court ruling which directed the Vice Chancellor to step aside temporarily.

The troubles at the university trace back to May 23 when the mandate of the schools Governing Council was challenged.

One Supi Kwayera, in a lawsuit, held that the university councils mandate had expired in November 2013, but the Education Ministry failed to constitute a new Governing Council for the university and rather allowed the defunct Governing Council to continue work.

This Mr Kwayera insisted that this was unlawful, and hence his legal action against the University of Education, Winneba.

Before the substantive claims were looked into, the University, through its counsel, applied to the court to dismiss the suit on the three counts, but the application was dismissed.

The Universitys branch of the University Teachers Association of Ghana (UTAG) as a respondent subsequently applied to join the application.

The High Court in Winneba on July 14, 2017, then ordered the Vice Chancellor of the University of Education, Winneba, Professor Mawutor Avokeh, to step aside until the case brought against him was determined.

Local Government Service Rejects Claim Of Staff Replacement


The Head of the Local Government Service (LGS) has denied claims of replacing 108 Coordinating Directors as purported by a section of the media.

A statement signed by Mr Joseph A. Ankamah, the Head of Public Affairs at the Office of the Head of Local Government Service (OHLGS), and copied to the Ghana News Agency, said both the caption and the content of the widely circulated story were false.

It described the story headlined, 108 Coordinating Directors replaced as totally misleading as it did not reflect the true situation.

The story claimed ‘Government has relieved some 108 Municipal and District Coordinating Directors in the various Local Assemblies of their post and have replaced them by the postings of some new officers approved by the authorities under the service, the statement said.

It said although an exercise was underway to reshuffle Coordinating Directors across the 10 Regional Coordinating Councils and 216 Metropolitan, Municipal and District Assemblies, it did not mean they have been replaced or relieved of their post.

It said any effort in that regard would be discharged in accordance with the conditions of service for LGS.

It must be noted that that the OHLGS is responsible for the human resource management function of the LGS, the statement said.

The Local Government Service has the responsibility for providing the strategic direction for local government administration and management in Ghana.

The service collaborates with other national institutions to facilitate ongoing local government reforms to ensure that local government administration measures up to international best practices.

It is also responsible for training and career development of the staff of local government institutions to ensure the delivery of value for money services.

All Set For Free SHS, In Spite Of Misgivings — Education Minister


The Minister of Education, Dr Matthew Opoku Prempeh, has given an assurance that the government will implement the free senior high school (SHS) policy with effect from September this year, in spite of the misgivings being expressed in definite quarters.

He said the government was going to take into consideration concerns over the economy and the time of the implementation of the policy and pledged that the rollout of the free SHS policy would not compromise quality and access.
 
Bad economy not barrier

Speaking at a press conference to outline the implementation of the governments policy on free SHS education in Accra yesterday, Dr Opoku Prempeh said bad economy had been part of the countrys governance since independence.

In this country of ours, free secondary school, in one way or the other, has been with us since independence. It started by law with the free secondary education for the northern part of the country, he said.

Dr Prempeh said free secondary education had since been part of the countrys educational policy, citing other interventions by past governments to include the free secondary education for students from the north and free secondary education for students of northern extraction.

Okuapemman speech

Earlier this year, at the Okuapemman SHS, President Nana Addo Dankwa Akufo-Addo had spelt out what was entailed in the free SHS policy when he said: Let me take this opportunity to spell out clearly what we intend to do so that no one in Ghana is left in any doubts. By free SHS, we mean that, in addition to tuition, which is already free, there will be no admission fees, no library fees, no science centre fees, no computer lab fees, no examination fees, no utility fees; there will be free textbooks, free boarding and free meals, and day students will get a meal at school for free.

Free SHS will also cover agricultural, vocational and technical institutions at the high school level. I also want to state clearly again that we have a well-thought out plan that involves the building of new public senior high schools and a cluster of public senior high schools, the President further explained.

Free secondary education

The minister enumerated others including the Ghana Cocoa Board scholarship/bursaries, merit scholarships for secondary schools, hardship scholarship, senior high school subsidy and the progressively free secondary education programme.

So, free secondary education, in one form or the other, has existed with us. What the President intends to do is to extend free secondary education to all Ghanaians who are in public senior high schools, Dr Prempeh said.

He said such a policy might mean many more people would have access to school, saying that was better than ignorance.

Education versus ignorance

Ghana has not been a rich country since independence. Ghana is not going to be a rich country today and still offers free secondary education. That is life, when you live in your house, you choose your priorities and you put your money in that, Dr Prempeh said.

He added that it was only those who preferred ignorance who would say that the policy was not sustainable, but those who wanted education would strive to make it work.

He described education as a great game changer and the shortest way out of poverty and stressed the need to make it affordable, accessible and equitable for all Ghanaian children of school age.

Drop-out rate

The minister said on the average, more than 140,000 students were either not placed by the Computerised School Selection Placement Systems (CSSPS) or were placed but did not enrol largely because of financial barriers every year.

Out of the number placed by the CSSPS yearly, over 25 per cent do not enrol, Dr Prempeh said, citing the northern scholarship admission and placement trends, which showed that an average of 11.48 per cent of candidates placed by the CSSPS did not enrol.

Citing previous years figures to help his claim, he said, for instance, that in 2013, out of the 352,202 candidates who were placed, 90,604 did not enrol, while in 2014 the total number of candidates who did not enrol, although they qualified, was 113,260 .

In the case of 2015, the number of candidates who did not enrol was 115,363 while that of 2016 was 111,336.

Justification

Justifying the policy, Dr Prempeh said it sought to address inequality and ensure opportunities for all students through the removal of cost barriers, as well as enable students, who otherwise would have terminated at the JHS level to acquire functional and employable skills through the acquisition of secondary education.

It is also to enhance the human capital base of the country by making secondary education the minimum academic qualification in Ghana and also improve the quality of secondary education through reforms by ensuring systems improvement, accountability for performance and leadership, he said.

Fees to be absorbed

Under the free SHS, Dr Prempeh stated that all fees approved by the Ghana Education Service (GES) Council for first- year students, other than PTA dues, would be absorbed by the government.

These include one-time fee items for first-year students amounting to GH¢435 per day student and GH¢438 for each boarding student.

The policy will also cover all recurrent fee items amounting to GH¢101.47 for day students and GH¢105.47 for boarding students.

For feeding fees, Dr Prempeh said, all boarders would take three meals costing GH¢4.80 per day, while their day counterparts would each receive one hot meal for GH¢1.60 per day. All subsidies for all continuing students in Forms Two and Three would also be taken care off.

He announced that the government would continue to execute all ongoing SHS projects started by the previous government to upgrade 42 SHSs into model schools and construct new public schools where necessary.

Accra100.5FMs parliamentary correspondent Richard Appiah Sarpong said Mr Iddrisu appeared infuriated about the turn of events and accused the Speaker of bias.

Mr Iddrisu said: "You know the essence of parliamentary questions is significant and integral to the exercise of oversight. Your refusal to allow me even as Minority Leader to proceed can only be an effort to cripple us.

"We respect you as chair of this house; we have a responsibility as leadership to help you in maintaining order in this house" Mr Iddrisu added.

The Speaker, however, responded that: I have consistently made it clear to both sides of the House â€" Majority and Minority â€" that no one will be allowed a double bite as I said on many occasions to both the Minority and the Majority. In all honesty you all know that.

Let me make it clear that this argument was most unnecessary and that in future what is going to happen is no leader shall have double bite at the chamber, Prof Oquaye added.

When markets opened on Thursday, Bezos had a net worth of $90.6 billion, putting him $500 million ahead of Microsoft founder Bill Gates. Amazon stock opened up 1.6% on Thursday, adding $1.4 billion to Bezos net worth. That was enough to put him ahead of Gates, who was last surpassed on Forbes real-time rankings for just two days nearly a year ago by Spanish retail giant Amancio Ortega.

Forbes started tracking billionaires around the globe in 1987. Bezos is now the seventh person to hold the title of the worlds richest person and the third American to top the global ranks besides Gates and Berkshire Hathaway CEO Warren Buffett.

While Buffett both appeared on Forbes first ranking of Americas 400 Richest people in 1982 and Gates joined four years later, Bezos is a newer addition to Forbes wealth rankings. He first appeared on the Forbes 400 in 1998, a year after Amazon went public, with a $1.6 billion fortune. Bezos ranked third richest in the world on Forbes 2017 list of the World's Billionaires, published in March, with a fortune of $72.8 billion.

Bezos would be nowhere close to being the worlds wealthiest person had Gates not given so much of his fortune to philanthropy. Gates, who created the Giving Pledge with Buffett to encourage billionaires to give at least half of their wealth to charitable causes, had given away $31.1 billion over the course of his lifetime through end of 2016. Forbes estimates that Bezos, who has not signed the pledge, had given approximately $100 million to charity through the end of 2015. In June, Bezos tweeted out a request for ideas for his philanthropy, garnering thousands of responses.

Bezos attended Princeton and then worked at a hedge fund before starting his online bookseller in a garage in Seattle in 1994. Amazon has since grown into an online retail behemoth selling a wide range of products. It also offers cloud services through its Amazon Web Services division, known as AWS. Outside of his day job, Jeff Bezos owns aerospace company Blue Origin and the Washington Post.

Gates fortune is built on software firm Microsoft, which he founded in 1975 with his friend Paul Allen. Gates has sold off much of his Microsoft stake but still owns about 2% of the company's shares, worth about $12.4 billion -- just under 14% of his fortune. His investment firm Cascade Investments has ploughed Gates' money into a wide variety of assets, including public stocks, real estate, private equity and venture capital. Gates owns stakes in companies as diverse as Canadian National Railway, hygiene technologies firm Ecolab and Mexican Coke bottler Femsa.

Cabinet Approves Establishment Of Electricity Market Oversight Body


Ghanas electricity sub-sector will soon have an oversight body regulating its activities, as envisaged in a Legislative Instrument passed by Parliament in 2008.

Officials of the Energy Ministry say the Electricity Market Oversight Panel (EMOP) would among others, seek to monitor the general performance of electricity transmission, ensure smooth and efficient operation of the wholesale electricity market, monitor pre-dispatch schedules and ensure long-term optimisation of hydro-electricity supply sources in the country.

As part of efforts to improve the governance and operations of the electricity sector, Parliament passed the Electricity Regulations, 2008, L.I. 1937 which provided for the implementation of a Wholesale Electricity Market to facilitate wholesale electricity trading and to allow for private sector investment and competition in the procurement of electricity in Ghana.

The L.I. 1937 also provided for a number of key policy decisions, including the structure of the wholesale electricity market, as well as the market rules intended to govern the market.

However, there was a need for an oversight panel to ensure its effective implementation.

At a Cabinet meeting on Thursday July 21, 2017, the Minister of Energy was tasked to constitute the Panel and see to its inauguration, to enable the restructuring of the electricity sub-sector and energy sector as a whole.

Physically Challenged; One Other Arrested For Armed Robbery In Kumasi


The Manhyia divisional police command in the Ashanti region has arrested two suspects for attempting to rob a taxi driver on Sunday, July 23, 2017 at 2am around the childrens park.

The suspects are Akwasi Francis, 22, and Robert Antwi, a.ka azonto,23, who is physically disabled.

The Ashanti regional police commander, DCOP Ken Yeboah addressing the press on Tuesday said the suspects hired the services of the taxi driver from labour roundabout towards Afful Nkwanta, suburbs of Kumasi.

On reaching the childrens hospital, suspect Akwasi Francis who was seated at the front pulled out a locally manufactured pistol while Robert Antwi, also pulled out a knife on the driver, ordering him to get out of the car. The driver resisted and held the pistol pointed at him by the suspect Akwasi Francis.

‘Suspect Robert Antwi, the physically disabled stabbed the driver continuously in the head, neck, forehead and his back with his knife in order to subdue him,. DCOP Ken Yeboah recounted.

Meanwhile, the taxi driver is currently at the KNUST hospital receiving medical treatment.

275 People Die Of HIV-AIDS In Ashanti


Two hundred and seventy-five (275) people died of HIV/AIDS in the Ashanti Region, last year.

Mr. Dennis Bandoh, the Regional Focal Person, who announced this, said late report to the health facilities and resort to the prayer camps for treatment, were to blame for the deaths.

He was speaking at a pre-implementation meeting of an HIV Advocacy Project in Kumasi.
The project is a partnership between Hope for Future Generations (HFFG) and Ghana HIV and AIDS Network (GHANET) â€" both NGOs, with funding from the United States (US) Ambassadors Small Grants Project.

Mr. Bandoh expressed deep concern about the significant percentage of people living with the disease in the region, not on treatment, largely because of the stigma.

He indicated that out of the total of 38,265 patients, 18,579, representing about 49 per cent was not on treatment.
This he said, was more upsetting as it fell far below the goal set by the Joint United Nations Programme on HIV/AIDS (UNAIDS) of ensuring that 90 per cent of the patients was put on antiretroviral therapy (ART) by year 2020.

As part of an ambitious treatment target to end the AIDS epidemic, UNAIDS has come up with what it dubs: 90-90-90.
Under this, the expectation is that by year 2020, 90 per cent of people living with the disease would know their status, 90 per cent of those with diagnosed infection would receive sustained ART and 90 per cent of all receiving ART would have viral suppression.

Mr. Bandoh highlighted the need to overcome the stigmatization, to encourage those with the infection to seek treatment at the hospitals.

It was also critical to reduce the laboratory test charges and ensure adequate supply of HIV/AID test kits in the facilities.
Mrs. Cecilia Senoo, the Executive Director for HFFG, said the goal of the one-year HIV Advocacy Project was to assist break down barriers and motivate people living with the disease to access quality treatment services and medication.
They were going concentrate in the Kumasi Metropolis, Obuasi and Bekwai Municipalities.

She said they would be working closely with the Ghana Health Service, Ghana AIDS Commission, the Network of Association of Persons Living with HIV (NAP+Ghana), the Ghana-West Africa Program to Combat and STI (WAPCAS), the media, traditional and religious leaders, to achieve the intended outcomes.

Ghana And Malta Pledge To Deepen Ties Of Cooperation


Ghana and Malta have pledged to strengthen the ties of co-operation that exist between the two countries, as well as collaborate further and provide mutual help for each other at both bilateral and multilateral levels.

This was the outcome of a roundtable discussion held between the ministerial teams of Ghana and Malta, on Wednesday, July 26, 2017, as part of events marking the 3-day State Visit to Ghana by the President of Malta, Her Excellency Marie-Louise Coleiro Preca.

Describing the visit to Ghana by President Marie-Louise Preca as a landmark one, as it is the first time a sitting President from the Republic of Malta is paying a State Visit to Ghana, President Akufo-Addo, in his remarks at a joint press conference with the Maltese President, stated that their discussions bordered on several issues of importance to both countries.

These issues, he stated, included the improvement in the volumes of trade between Ghana and Malta; mutual help for candidates from the two countries vying for positions with international organisations; issues of migration; and the deepening of political consultations on matters of mutual interest to the two countries, amongst others.

President Akufo-Addo noted that his Maltese counterpart and her team have resolved to give voice to Ghanas cause and interests at the European Union. Ghana, on the other hand, the President stressed will also support to facilitate the provision of a platform for enhanced economic engagement between Malta and the member countries of ECOWAS.

This, according to President Akufo-Addo, should boost the trade volumes, and support bring prosperity to the peoples of Ghana and Malta.

On the matter of reforms of the global political order, President Akufo-Addo made it clear that the inability of the United Nations to undertake the reforms of its institutions that will reflect the realities of our times, and not the realities of the post-war world, represents a manifest injustice against the peoples of Africa.

The Ghanaian team, according to President Akufo-Addo, stressed the importance it attaches to the process of UN Reform, especially of the UN Security Council, as set out in Africas Common Position on UN Reform, based on the Ezulwini Consensus, and solicited the help of Malta for this position.

It is time to correct the longstanding injustice that the current structure and composition of the UN Security Council represent for the nations of Africa. Her Excellency and her delegation shared this sentiment and expressed its desire to collaborate with Ghana to this end, he added.

It was also agreed that Ghana and Malta extend help to candidates from their respective countries vying for positions in international organisations.

Ghana has, therefore, given help to Malta's bid for membership of the Council of the International Maritime Organization (IMO) elections, which take place later this year. Malta, on the other hand, will help Ghana's bid for a Non-Permanent Seat at the UN Security Council from 2020 to 2021, the President said.

He continued, This help mechanism has also been to the candidature of Professor Henrietta Mensah-Bonsu, as a Judge on the International Criminal Court (ICC). An MOU, to this end, would be signed after this session by the Foreign Ministers of the two countries.

Migration

On the issue of migration, President Akufo-Addo bemoaned the high numbers of young Africans taking distressing risks across the Sahara and around the Mediterranean, trying to reach a better life.

Whilst we strive to provide youths with the right environment in Africa, which would enable them enhance their skills, receive appropriate training, and have access to digital technology and enhanced economic opportunities, Her Excellency the President and her delegation have reiterated their commitment to champion the need for humane treatment of illegal migrants as well as the protection of their human rights in accordance with international law, both at home and on EU platforms, he added

President Akufo-Addo revealed that Ghana has been included in the list of beneficiary countries of the EUs Emergency Migration Fund â€" a Fund designed to assist in the return and re-integration of our citizens into society.
Government, President Akufo-Addo assured, will collaborate with Malta and EU member stated to support find solutions to the factors that trigger illegal migration.

Our deliberations also centered driving investment opportunities, domestic and foreign, in our two countries, and the need for enhanced co-operation and partnership in our development efforts.

A Business Forum between our two Chambers of Commerce, as well as with the Association of Ghana Industries (AGI), has been scheduled to take place at the Accra International Conference Centre tomorrow, July 27, 2017, to identify the trade and business opportunities that exist and would be mutually beneficial to our two countries, he added.

It was the hope of President Akufo-Addo that as we shape the future of Ghana, and position Ghanaian enterprises to compete effectively in the global market space, we have friends, such as the Republic of Malta, to help us in this objective.

YEA Beneficiaries Debunk ‘Ghost Names Allegations


The beneficiaries of the Youth Employment Agency have debunked allegations of being ‘ghosts taking undeserved allowances.

 Mr Patrick Bosu, the President of Coalition of YEA beneficiaries, made this known to the Ghana News Agency, as members demonstrated at Esi Sutherland Childrens Park, Accra, where he led the YEA beneficiaries to demonstrate against the freezing of their allowances.

 Some of the placards read: Pay us our money, this is not the changes we voted for, We are not ghosts, respect our rights, Ghanaians are hungry, Mr President Wake up, respect the court. 

  Mr Bosu said a significant number of the beneficiaries had not received their allowances ranging from four to six months now.

 He said payment of allowances to beneficiaries had been suspended due to the allegations.

 He explained that the beneficiaries were subjected to thorough screening and selection process by the District Selection Panel made up of District Directors of YEA, Ghana Education Service, Ghana Police Service, Ghana Prison Service and Ghana Health Service before they were engaged.

  Mr Bosu said the branch officers of Agriculture Development Bank and GHIPSS registered and opened bank accounts for the beneficiaries at the point of training and e-zwich numbers and cards were given to each beneficiary.

   He said engagement letters were electronically and automatically generated by the YEA Registration platform, which offered the beneficiaries contract employment for a period of two years.

  Our attendance was validated monthly through a process of certification by the immediate supervisors and the YEA District Officers before we were paid monthly stipends, he said.

  He indicated that only 50 per cent of the 62,000 beneficiaries had received two months allowances.

   The management of the YEA in April suspended payment of allowances to beneficiaries due to some discrepancies and fraudulent activities in their payroll.

  A statement issued by the Acting Deputy Chief Executive of the YEA in charge of operations, Mr Bashiru Ibrahim explained that the decision was taken after preliminary investigations detected the anomalies.

BECE Candidates Asked To Confirm SHS Selection


Parents and guardians of the 2017 Basic Education Certificate Examination (BECE) candidates have been advised to confirm the choices of schools of their wards before the placement exercise is commenced in September.

A statement released Tuesday and signed by the Director of Public Relations of the Ghana Education Service (GES), Rev Johnathan Bettey said the arrangement is to avoid the situation where some candidates and parents deny knowledge of the schools they chose.
 
The Computerized School Selection and Placement System (CSSPS) Secretariat of Ghana Education Service (GES) has received the final list of Senior High Schools and Technical Institutes choices made by the 2017 BECE candidates themselves  and compiled by West Africa Examination Council (WAEC) for the 2017 placement exercise which would begin soon.

As part of the preparations, parents and guardians of Basic Education Certificate Examination (BECE) candidates have the opportunity to confirm their four (4) choices of schools made prior to the selection and placement exercise in September, the statement said.

The Ghana Education Service is confident that the confirmation of school choice made by candidates would bring about acceptance of the schools into which they are placed without the usual plea to the CSSPS Secretariat for change of such schools, although the choices were made by the candidates themselves, it added.

To confirm the schools selected, parents are advised to text the 10 digit index numbers of the candidates to short code 1060 of any of the following networks: MTN, Vodafone, Airtel and Tigo.

For example, a candidate with Index number 0099999999 should text; 0099999999 to short code 1060 on any of the networks above.

Candidates whose schools of choice are different from those that appear after texting are advised to contact their Junior High Schools or the District/Regional Education Directorate for immediate rectification.

EC Brouhaha: I Have Been Vindicated – Ken Agyapong


The New Patriotic Party (NPP) Member of Parliament for Assin Central, Kennedy Agyapong has stated he feels vindicated following accusations by some unidentified staff of the Electoral Commission (EC) commission against the Chairperson Mrs. Charlotte Osei for dishing out contracts without recourse to the Public Procurement Act.

According to him, corrupt practices clad in shady deals existed long before the assumption of office of the chairperson, therefore, the allegation does not come as a surprise to him.

I am not surprised at all because Ive always said that this woman Charlotte Osei and his deputies are in bed with the NDC, but immediately I begin talking about her then the women advocate will rise up against me for attacking her. I guess this corrupt practices recently has vindicated me and people will now take me serious, he said on Adom TVs Morning Show Badwam Tuesday.

Mrs. Osei is being accused of single-highhandedly dishing out contracts without recourse to the Public Procurement Act by some unidentified staff of the commission.

She is also accused of providing an estimate of one million Ghana cedis for the renovation of her house.

Mrs. Osei in her acknowledgement accused her deputies of gross insubordination, corruption, and arrogance.

But the outspoken MP who is known to have criticized the appointment of Charlotte Osei as last year indicated that the issues raised in the allegations must be investigated.

He said the allegation leveled against the EC Chair has destroyed the credibility of the Electoral Commission thus the implicated commissioners must step aside for thorough investigations.

Mr Kennedy Agyapong is of the conviction that their continuous stay will only dent the image of the commission in the sight of the public.

They should be sacked for investigations to be conducted because Charlotte Oseis allegations against her deputies are serious and needs to be taken seriously. Charlotte Osei cant vindicate herself because she did nothing to stop the corrupt acts by her deputies and that also makes her a criminal. We will be mocked if these people are left to continue their rot he warned.

Police Aiding Canadian In A $4m Fraud


Two Criminal Investigation Department (CID) officers at the police Headquarters namely DSP. Cletus (prosecutor)  and  Samuel Yaw Ansah have again released a Canadian suspect Mr. Alistair Jude Mathias who had jumped bail for nearly three years in the matter of the alleged four million dollar fraud which was under investigation.

Under some bizarre circumstances the prosecutor DSP Cletus told an Accra High court last Tuesday that he was in court to clear the two sureties Mr. Joel Nettey and Mustapha Gbande for bringing back the suspect but the substantive matter was still under investigation and that they were going to keep the suspect in police custody.

But after the Court had exonerated the two sureties, the second CID Samuel Yaw Ansah who was supposed to go and lock up the suspect as according to what the prosecutor told the court was seen outside the court dialoguing with the suspect saying; am travelling, I will be back over the weekend so that we can meet and then he allowed the suspect to walk away freely again with the two sureties.

When both officers were confronted in a separated telephone conversation by the complainants representative who was at the court to hear the matter, the Prosecutor indicted that he did his part as captured in the court records that the police were going to keep the suspect and that he wasnt aware of what had transpired between Mr. Ansah and the suspect outside whilst he(DPS Cletus) was still inside the court after releasing the suspect to Mr. Ansah.

Mr. Yaw Ansah on his part during a heated argument with the complainants representative also stated that the man (suspect) is already on bail but further checks revealed that nobody had signed any bail bond for Mr. Alistair as of the time of his release and that the CID officer had clearly peddled an obvious untruth for whatever motivation or reason.

The suspect, who is the Chief Executive Officer (CEO) of M.A Resources Limited in Accra, was arrested in June 2014 Commercial Crime Unit (CCU) of the CID but was granted bail with two sureties, while investigations continued.

The suspect was asked to keep reporting to the police but failed to do so and returned to Dubai. Later, he was said to have called the CID to clarify that a civil case against him in Dubai was also pending and that he needed to go there for a week but failed to return all these years until he resurface over a week ago.

 Background

According to the Ghanaian gold exporter whose name has been withheld for security reasons, he met Alistair, holder of a Canadian passport with number BA 725745, and resident in the United Arab Emirates (UAE), about five years ago.

He said the suspect came to Ghana and bought a concession in the Eastern Region to mine gold and later registered the M.A Resources Limited in Ghana and did everything possible to win his trust.

Before meeting the Canadian, the businessman had already established a branch of his business in Dubai, which was doing well. After few negotiations, it was agreed that Alistair would act as an agent, clearing and forwarding all gold shipments to the refinery in Dubai.

Receipts of proceeds from the sale of the gold are to be subsequently transferred to the businessmans company in Ghana.

From the beginning, everything was running smoothly until December 2013 and early March 2014 when the first large shipment of gold worth $4 million was made. Alistair was to repatriate the money to Ghana but he refused to do so.

But, following checks with the refinery in Dubai the Ghanaian businessman discovered that all proceeds from the sale of the gold had been duly paid to the suspect but had failed to send them to Ghana.

When quizzed about the proceeds from the sale, which amounted to $4 million, the suspect claimed he had deposited the money in his personal accounts at the Standard Chartered Bank in Dubai, but checks at the bank showed that no such amount had been deposited in the said account.

Minister Accuses ECG Of Supplying Electricity To Illegal Miners


The Electricity Company of Ghana (ECG) has been criticised for supplying electricity to Chinese illegal miners in Tarkwa in the Western Region.

Mr Benito Owusu-Bio, the Deputy Minister of Lands and Natural Resources, has vowed to report the officials of the ECG involved in the illegal connection to the Energy Ministry for the law to deal with them.

"The ECG is supposed to investigate before supplying electricity to any individual or corporate entity and if the purpose for requesting for the power is illegal it could choose not to provide the power," he explained.

Mr Owusu-Bio was interacting with the media when he led a taskforce to Efua Ata Kumponasi, opposite the Tarkwa Senior High School, to arrest 10 Chinese who were illegally mining in an abandoned mining tunnel.

The Deputy Minister said the Ministry would not give up on the fight against galamsey despite the tough time being given by some recalcitrant elements in the industry.

"We know there are some illegal miners who are recalcitrant...therefore we are not also giving up on the fight and the President has expressed deep commitment to this cause," he said.

The Deputy Minister said the Chinese miners' migration status would be investigated and also send them to court for prosecution.

"We know there are people who are saying the court processes delay but we're not in a Kangaroo court so we have to allow the due processes to take place as the axe of justice grinds slowly," he said.

"We all know the Aisha Huan, the Russian and the Ukrainian cases are still in court and so we're sure justice would be served," he noted.

The Chinese were mining in the tunnel with live wires connected along the walls of the tunnel so that anybody who tried to enter the pit would be electrocuted.

They had also installed secret cameras inside the tunnel, which enabled them to monitor activities outside.

The Deputy Minister led the taskforce to the place upon a tip-off, which is 300 meters away from the University of Mines and Technology, where he was taking part in a National Validation Workshop on the Multilateral Mining Integrated Project.

The Minerals and Mining Law does not permit foreigners to engage in small-scale mining.
However, some Ghanaians have secured licences and recruited foreigners to engage in galamsey, which had resulted in unbridled exploitation of the environment, for instance pollution of water bodies and degradation of vegetation and farmlands

Mugabe Gives Sister-In-Law $60,000 Birthday Gift


Zimbabwe President Robert Mugabe has given his sister-in-law $60,000 (£46,000) as a birthday gift, the state-owned Herald newspaper reports.

It says that the gift was to thank Junior Gumbochuma, who is the first lady's eldest sister, for helping to Mr Mugabe's children.

Mrs Gumbochuma is a pastor and the Herald reports that the president used the opportunity of her birthday celebrations to criticise Pentecostal preachers who make money from their congregants by stage-managing miracles.

Tema Police Impounds 175 Vehicles, Motor Bikes


The Tema Regional Police Command has arrested and impounded a total of 175 unregistered motorbikes and vehicles in the Tema Metropolis and Ashaiman Municipality.

The number is made up of 85 unregistered and foreign registered vehicles, and 90 unregistered motorbikes.

Assistant Superintendent of Police (ASP) Joseph Benefo Darkwah, Tema Regional Police Public Relations Officer, told the Ghana News Agency that the Command impounded the bikes and vehicles in an exercise on July 19, this year.

ASP Darkwah said the exercise which was led by Deputy Commissioner of Police (DCOP) George Tuffour, Tema Regional Police Commander, took place between 20:00 hours and 02:00 hours.

He added that it was targeted at unregistered vehicles and motorbikes which were predominantly used by criminals for robberies and other criminal offences.

The Command embarked on the swoop as part of the Police Administration's nationwide operation to clamp down on criminals and their activities.

ASP Darkwah indicated that the 175 impounded vehicles and motorbikes would go through screening after which, owners found to be culpable would be prosecuted.

He announced that the exercise would be replicated in the Ada, Prampram and Dodowa Police districts, to fully rid Tema and its environs of unregistered cars and motorbikes used for criminal activities.

Christian Council Calls For Truce In EC Impasse


The Christian Council of Ghana is has proposed the use of Alternative Dispute Resolution mechanisms to address the problems at the Electoral Commission (EC) and ensure a truce following the growing tensions between the EC Chairperson, Charlotte Osei and employees of the commission.

Dr. Kwabena Opuni Frimpong, the General Secretary of the Council, implored the EC to be mindful of the fact it needed stability to prepare for and ensure a successful 2020 election.

We must keep in mind the 2020 general elections of this country; the national cohesion that we need and peace. Therefore, anything that will set the stage and prepare the ground even for electoral tension must be taken care of, Dr. Opuni Frimpong said to Citi News.

He reminded that before the 2016 general elections, we were calling for peace before, during and after the elections. But after the elections, almost all the issues that are being raised either by the staff of the EC or the EC Chairperson, are all 2016 general election related.

The fracas at the EC came to the fore after some employees of commission petitioned President Nana Akufo-Addo to dismiss Charlotte Osei for alleged financial malfeasance.

Among other things, the aggrieved employees claimed that Mrs Osei unilaterally awarded a GHc 3.9 million contract for the demarcation and partitioning of an office complex without engaging the Commission and indulged in cronyism by awarding another contract to the tune of $14,310,961 to associates for the construction of prefabricated District offices.

Mrs. Osei rubbished the allegations and fired some of her own, accusing Deputy Commissioner in-charge of Operations at the EC, Amadu Sulley, of plundering some GHC 6 million from political parties without informing the Commissions Finance Department.

She said the political party primaries were treated as a private commercial project by Amadu Sulley, noting that funds were paid directly into the personal accounts of key staff for functions to be performed at the primaries.

Mrs. Osei thus said she will order investigations into the conduct of Amadu Sulley and other Commissioners believed to be engaged in malpractices.

Prior to the petition, the Economic and Organized Crime Office (EOCO), had been interrogating the ECs Director of Finance, Dr. Joseph Kwaku Asamoah, a Deputy EC Chair, and another official over their alleged involvement in the loss of GHc480,000 from the Commissions Staff Endowment Fund.

Charlotte Osei had directed the three to step aside for the investigations.
In a acknowledgement to Charlotte Oseis directive to proceed on leave, Dr. Asamoah claimed he was not at post as the Director of Finance nor was he in any position to influence managements decision regarding financial administration of the Endowment Fund during the period of the alleged loss.

Official communication between the EC Chairperson and Dr. Asamaoh shows later indicated that he was indeed not at post when the money went missing from the Commissions Staff Endowment Fund.

Attorney General Was Wrong To Drag Me To Court – Woyome


Businessman, Alfred Woyome has described as erroneous the decision of the Attorney General to drag him before the Supreme Court to examine him on the GHc 51 million paid to him as judgment debt.

He further told the court he felt persecuted by the state through these actions given he a payment plan for the money agreed with the AG.

Mr. Woyome will be expected to appear before the court on June, 29, 2017 but the embattled businessman initiated some legal moves to block the process. But the court threw out his applications and ordered for the process to commence.

Indications from the AGs office were that the examination would encompass issues pertaining to whether he owed any debts, whether he has property to satisfy the debt, and the manner in which he used the judgment debt money paid him, among others.

The oral examination is being led by a Deputy AG, Godfred Dame.

Woyome out of business

Mr. Woyome also said he has not been in business since 2012. According to him, he lost all his business after his arrest in 2011 and subsequent trial. He told the court he spent all his time in court since then, to the detriment of his businesses.

When asked about the AAW Management Consulting Services, which was incorporated in 2016, Mr. Woyome told the court that the company, despite being established in 2016, is still not in business.

Background to saga

Mr. Woyome was paid the GHc 51 million after claiming he helped Ghana raise funds to construct stadia for the hosting of the 2008 African Cup of Nations. However, an Auditor Generals report released in 2010, held that the amount was paid illegally to him.

Subsequently, the Supreme Court in 2014 ordered Mr. Woyome to pay back the money, after a former Attorney General, Martin Amidu, challenged the legality of the payments.

Following delays in retrieving the money, Supreme Court judges unanimously granted the Attorney-General clearance to execute the courts judgment, ordering Mr. Woyome to refund the cash to the state.

There had been previous attempts to orally examine Mr. Woyome with Mr. Amidu himself, in 2016, filed an application at the Supreme Court seeking to examine Alfred Woyome, on how he was going to pay back the money, after the Attorney Generals office under the Mahama Administration, led by the former Minister for Justice, Marietta Brew Appiah-Oppong, discontinued a similar application.

In February 2017 however, Mr. Amidu withdrew his suit seeking an oral examination, explaining that the change of government and the assurance by the new Attorney General to retrieve all judgement debts wrongfully paid to individuals, had given him renewed confidence in the system.

Big Python Pops-Up At Asakae


Assakae, a farming community in the Kwesimintsim Constituency of the Western Region, was thrown into a state of confusion last Friday when news broke that a python had been discovered in the room of one of the young guys in the vicinity believed to be engaged in Voodoo.

The big python was found after a group of youth in the area besieged the house of the ‘snake man to avenge an assault on their friend by the supposed spiritualist.

Eye-witness

According to the residents, a relative of the self-acclaimed spiritualist and his gang attacked some students at Asakae and robbed them of their money.

A brother to one of the victims confronted the alleged robbery gang upon hearing of the incident.

The spiritualist and his relative quickly engaged the man in a brawl.

In the process, the spiritualist allegedly stabbed the opponents arm and took to his heels.

The injured victim was rushed to the hospital which infuriated the friends of the victim who also rushed to carry out reprisal attacks.

They besieged the house of the spiritualist and forcibly entered his room.

When they could not get him, they started ransacking the room and in the process spotted a very big python in a metal trunk that attempted to bite them.

The young men killed the python and publicly displayed it in the farming community.

DAILY GUIDE gathered that the Police quickly moved to the scene to bring the situation under control and launched a manhunt for the supposed spiritualist.

Minister Dissuades Assembly Members From Partisan Politics


The Deputy Minister of Employment and Labour Relations, Bright Wireko Brobby, who is also the Member of Parliament for Hemang Lower Denkyira Constituency in the Central Region has appealed to assembly members in the country to stay away from active politics to support bring development to their respective electoral areas.

According to him, the Local Government Act, Act 462 of 1993, established assemblies with the mandate to exercise legislative, deliberative and administrative authority.

He lamented, however, how the metropolitan, municipal and district assemblies have turned to partisan politics.

Speaking to Onua FMs Central Region correspondent Kwame Kakarba in an interview, Mr Wireko Brobby pointed out that assembly members are the pillars around which local decision-making and development revolve.

He said many assembly members across the country failed in their four years in office due to their involvement in active partisan politics.

The assembly members, he indicated, have a duty to provide adequate information on developments in the area as well as lobbying to bring in the needed development to the electorates rather than engaging in needless politics.

By staying away from partisan politics in electoral areas, members keep their integrity and respect intact as they would be spared unhealthy criticism borne out of politics by electorates, he said.

People will criticise you merely because of your political affiliation even when there isnt any need for such criticisms. Members of your electoral area will criticise you when you affiliate yourself with a particular political party, the legislator said.
