Tension builds up in Bimbilla; residents ready to flee

Information reaching Joy News indicates residents of Bimbilla in the Nanumba District of the Northern Region are living in fear of possible clashes in the area.

Local journalist, Osman Nuhu told Joy News tension has been building in the area for days resulting in the closure of shops in the community.

There was a rumor of a possible clash this morning by families who lost their relatives in the last conflict, he said.

According to him, some parents have refused to allow their children to go to school so that they can prepare to flee the town in the event of a clash.

At least ten people were left dead in the February 10 clash following a chieftaincy dispute. Machetes and guns were used by supporters of the factions during the conflict.

Northern Regional Police Command confirmed seven of the residents killed were women and three children.

Government intensified the curfew to 14 hours beginning from 4:00pm to 6:00am. There was already a 12-hour curfew situation from 6:00-6:00pm. The curfew is to allow the security taskforce made up of both military and police personnel despatched to the area to maintain peace.

The Northern Regional House of Chiefs also held meetings with leadership of the two factions to understand their difficulties and to urge calm.

But days later, Joy News has gathered there is the likelihood of a reprisal attack by persons who lost their relatives in the previous clash.

Nuhu said the situation might not be pleasant if the government and security apparatus fail to act on the intelligence on the ground which is pointing to another clash.

Accra drainage to cost $700m to fix, Atta Akyea promises to find money

Works and Housing Minister Samuel Atta Akyea says he would require $700 million to permanently fix the flooding menace in Accra.

Although the raining season is some two months away, Sunday's downpour was a warning that another flooding disaster awaits the capital.

The minister, who has been touring some parts of the capital which were flooded following Sunday's torrential rain said temporary measures would be put in place to avert flooding in the future especially in the Circle area.

He explained that, from here, we are going to ensure that we do what will meet the emergency situations. The de-silting of drains is going to be carried out.

"Tentatively, I am seeing something in the neighbourhood of $700 million to fix what is in this area alonethere are other areas in places to attend to outside Accra.

During his vetting, Mr Akyea said the governing New Patriotic Party (NPP) would implement strategies designed by the previous government to solve the perennial flooding in Accra and other parts of the country.

He told Parliament's Appointments Committee Tuesday, the flooding situation in the country would be better in the coming days.

In 2012 there was an approved loan facility worth $663,299,497 to be prefinanced by the Conti Group for Accra Sanitary Sewer and Stormwater Alleviation Project to work on the perennial flooding in the capital, Accra.

The project is in two stages which would be completed within a five-year period.

The first stage of the project was started in 2013. It involved cleaning and excavating 150,000 metres of channels and was earmarked to be completed within nine months.

Some of the major drainages tackled were the Korle Lagoon Ecological Restoration Project (KLERP) interceptor area, Central Business Drainage (CBD) and Odaw Channel.

The second phase started in December 2014 and is expected to be completed in 2017. During this stage, 15 kilometres of storm sewer and combination sewer works would be installed.

Also, six kilometres of priority drains which would include the Mataheko, Mamponse, South Kaneshie and Odorna drains would be rehabilitated.

Although the execution of the project has so far stalled owing to lack of funds Atta Akyea is optimistic government would secure the loan to execute the project.

My only new approach will be finding money. The engineering sense wont change. We are not going to reinvent the wheel. The engineers have put together the solution.

"All we need to do as a solution is to get the cash. If you have the money, the engineers will just roll out the plans and they will start working and you wont see this again...this is what stares at us in the face every year, but we will find the money and do it.

For the time being, Mr. Akyea said he would focus on dredging some critical areas that would give a quick fix to ensure there is the free flow into the lagoon and eventually into the sea.

He went on to add that the award did not only cover people in the health sector but also some people from the Aviation and other sectors with genuine inventions.

Responding to how Medi-Moses Prostate Centre was selected and eventually won the Majestic Falcon Award in Dubai, Dr. Dogbatsey mentioned that his product, Prostacure is used all around the world due to its effectiveness to solving prostate problems in aging men.

Prostacure is used across the globe for the various ailments of prostate; inflammation of the prostate, and those who have prostate problems like urinating frequently at night and also in the day, those who cannot control their urine, those who have to strain before they can urinate and sometimes those who have interruption when urinating. All these are problems associated with prostate as men advanced in age, he disclosed.

This means Medi-Moses Prostate Centre is recognized for its quality and excellent health service in some part of the world. We dont have a branch in Dubai to have gained the attention of the research committee but the researchers know that our Prostacure product is internationally recognized. We are yet to open a branch in Dubai, he mentioned.

Delving into how the Prostacure works, Dr. Dogbatsey asserted that the product stops the prostate problems by shrinking the enlarged prostate back to its normal state; thus every associated prostate problems go away within 5 months of continues use of Prostacure.

It is the only drug that is doing that across the globe; there is none and it is coming from Ghana, he asserted.

The KNUST district police have begun investigations into the alleged suicide by a first year chemical engineering student.

Im For ‘Sex-Before-Marriage – Wereko Brobby

A former Chief Executive Officer of the Volta River Authority (VRA) Dr. Charles Wereko-Brobby has waded into the age-old controversial subject ‘sex-before-marriage, saying he has no problem with it.

In his view, the massive influx and the seeming acceptability of condoms is an indication that the world no longer frowns on sex-before-marriage.

The pastors are doing it so If sex before marriage is not to be encouraged, you wouldnt have condoms and other tools for the prevention of pregnancy all over the place.

Sex was fundamentally for procreation, but the minute you bring in condoms and other stuff, then you are saying that its just not for creation but for pleasure, the outspoken engineer told Bola Ray on Starr Chat on Starr FM.

Sex-before-marriage is prohibited by the Bible and many Christian parents in Ghana insist on their wards, especially females to maintain chastity until they are legally married.

The subject, however, remains controversial in many circles with different interpretations given to it even among churches.

Bawku Naba Cautions Pastors Against False Prophecies

Naba Asigri Abugragoe Azoka II, Paramount Chief of the Bawku traditional area on Friday expressed worry over the increasing numbers of people posing as men of God and misleading the public with untrue prophecies.

Such prophecies, he said were directed at peoples personal lives and that had the tendency to cause conflict within families and result in separations.

Naba Azoka said this in a statement he issued to all the Churches in the Bawku area to bring to their notice, the harm such prophecies were causing.

He said many such cases were brought to his Council daily, with some family members being accused of witchcraft and causing harm to their relatives.

These pastors come to form churches in this area and engage the community members in prayers and what they call deliverance services, then they prophesise about their lives and end up labeling some family members of their church members wizards or witches, he said.

Naba Azoka noted that such prophecies usually turned out to be untrue and pitched family members against one another ending up destroying close relatives who had lived together all their lives in peace.

We all believe in prayers and it is fine to pray, but it should be done in a manner that will bring about peace and glorify Gods name and not conflict.

Naba Azoka called on the Pastors who engage in such prophecies to be circumspect about such messages to their clients, since they were generating fear and panic in the area.

He threatened to ban such spiritual gatherings if they do not stop the untrue prophecies.

Weve Been Attacked Ghanaians In SA Contradict Ayorkor Botchway

Ghanaians living in South Africa claim they are being attacked and beaten mercilessly by South African nationals in the wake of the xenophobic attack that has once again reared its ugly head in that country.

According to them, their lives are in real danger as some Ghanaians in Sunnyside, have been hospitalized after being pounded.

The situation is in sharp difference with the assertions by the Government of Ghana.

Foreign Affairs Minister, Shirley Ayorkor Botchway on Friday 24th Feb. told Parliament that no Ghanaian has yet been affected in the ongoing xenophobic attacks in South Africa.

Our checks in the country indicated that no Ghanaian national or their businesses have been affected in the recent attacks. Our embassy in Pretoria and the foreign ministry will continue to monitor the situation and update the country appropriately, she said.

Hon. Ayorkor Botchway however urged Ghanaians in South Africa to stay indoors in order to ensure their safety.

But speaking to Kasapa News Friday evening, Ghanaians in South Africa called for governments intervention immediately to save their lives since the situation is not under control as the Foreign Affairs Minister claims.

She [Foreign Affairs Minister] is sitting in Ghana, and Im here in South Africa telling you what is happening to us. Our fellow Ghanaians in Mamelodi have been beaten, weve been to the hospital to visit them, Richard said.

Another Ghanaian lady said: I went out hurriedly to buy food stuffs two days ago. I was beaten and nearly killed, my family and I are now sought refuge in the house of a Ghanaian woman I first settled with when I came to South Africa, were all indoors. Our fellow Ghanaians in Sunnyside are in troublethey are being beaten. Just this evening weve been told that one of our Ghanaian brothers has been beaten with wooden planks while he was out to buy food, so the family weve sought refuge has just driven to go and ascertain his condition. So it is not true that no Ghanaian has been attacked as put out by the government in Ghana.

Earlier this month, South Africans accusing foreigners of bringing drugs and prostitution to their neighborhood torched the homes of African migrants. They also accused the foreigners of taking over their jobs.

Johannesburgs mayor accompanied police on a subsequent raid of the area, apparently making fine on an election promise to rid the city of crime and people who are here illegally.

That sentiment spread to Pretoria, where foreign-owned shops were looted overnight on Feb. 20. Now, a group of concerned South African citizens are reportedly planning a march on Feb. 24 with xenophobic undertones that have alarmed the African Diaspora Forum.

We write to you so that when South Africa experiences a repeat of the 2008 xenophobic violence which left at least 62 people dead, you will not be surprised, the forum said in a letter, urging South Africas president to act.

The 2008 wave of attacks left thousands displaced, 342 immigrant-owned shops looted and 213 burned down. The violence and hate was captured with the image of a Mozambican man burned alive.

‘Dont Be Appendages To The Govt- President Tells Police

President Akufo-Addo has charged personnel of the Police Service to remain neutral and Professional in the discharge of their duties.

He said he does not want the officers to be appendages of his government.

He advised the security officers to recognize the crucial role they play in ensuring the safety of the public.

Speaking at the annual West Africa Security Services Association (WASSA) get-together in Accra, the President acknowledged the low number of officers in the country and promised to improve the size of the force.

In a democracy, the organizations that are generally referred to as constituting the security services, such as the police, are expected to be politically neutral in performing their duties. The law states so and normal practice gives them this neutral outlook. It is in everybody's interest that the Police Service retains the neutrality and professionalism guaranteed under the Constitution. Governments have term limits and in a multi-party democracy, parties win and lose power.

It is good for the health of the nation that this is so, and this is why the Police Service should not be made to tie their well-being or otherwise to the fortunes of the ruling party of the day. As President, and together with the leadership of the Police Service, we will ensure that you are left to focus on your core mandate and not to be an appendage of my government. I envisage a Police Service that goes about its duty of protecting ordinary citizens confident that there will be no interference from the powers that be, the President stated.

He also assured the servicemen that vigorous and well planned recruitment programs will be rolled out to ensure that the Ghana Police service meets the UN recommended ratio of 1: 500.

On his part, acting Inspector General of Police David Asante-Apeatu said he and his team, like the President, are in a hurry to build a world class Police service.

Despite the many challenges facing the economy including, a debt regime of Ȼ122 billion which is 74% of GDP, high fiscal deficit which is above 10%, a heavily indebted energy sector, President Nana Akufo-Addo told Ghanaians he was not voted into power to complain about the challenges. His call to duty is to fix the challenges.

"This economy will not collapse under my watch," he vowed and called on all Ghanaians as well investors across the world to come and do business in Ghana.

His call appears to have resonated with a lot of business men and women across the world some of whom were ready to invest in the country.

On Ghana Connect program, some of the business men were excited about the opportunities the new government seek to create for business men.

Tony Senaya said Nana Akufo-Addo was able to convince a lot of Ghanaians to vote for him and should be able to ride on that huge influence to turn the economy around.

He said he is charged and ready to take advantage of the opportunities the new government is promising.

He would however wish that the government will be able to implement the law on rent which makes it illegal for land lords to charge two to three years rent advance.

He said if government makes it possible for local companies to acquire new machines and removes import duties on raw materials, businesses will begin to expand and employ more Ghanaians which will generally boost the economy.

The Electricity Company of Ghana (ECG) has stated that the current power cuts being experienced in some parts of the country will end in the first week of March.

Several parts of Kumasi, Accra and other parts of the country have in recent weeks experienced severe power cuts triggering fears that the power crisis that bedevilled the country some years ago is gradually returning.

On Wednesday, the entire Kumasi Metropolis in the Ashanti region was in darkness for several hours.

However, speaking on Accra FM Friday, Eric Asante, Public Relations Officer of the Electricity Company of Ghana (ECG), Accra West said there are some challenges with transmission and distribution being addressed.

He added that until those challenges are addressed the power cuts will continue.

We have some distribution and transmission challenges at the moment. The distribution has to do with the ECG and the transmission of the power to ECG is the work of GRIDCo, but there are some challenges we are fixing to ensure that outages stop.

By the first week of March that level of outages we are experiencing at the moment will stop.

Dont Be My Appendage Akufo-Addo to Police

It is in everybodys interest that the Police Service retains the neutrality and professionalism guaranteed under the Constitution. Governments have term limits and in a multi-party democracy, parties win and lose power.

It is fine for the health of the nation that this is so, and this is why the Police Service should not be made to tie their well-being or otherwise to the fortunes of the ruling party of the day.

On his part, acting Inspector General of Police David Asante-Apeatu said he and his team, like the President, are in a rush to build a world class Police service.

Nigerian Students Give South African Companies 48 Hours Ultimatum To Leave Nigeria

The National Association of Nigerian Students, NANS, have given all South African countries operating in Nigeria a 24 hours ultimatum to leave the country. This is in reaction to the xenophobic attacks meted out on Nigerians in South Africa.

NANS staged a calm protest on Thursday at some South African companies located in Abuja where they made their displeasure known and revealed that they will no longer be silent while Nigerians are attacked in South Africa whereas South African companies like MTN, DSTV and Shoprite are allowed to operate freely in Nigeria.

Speaking on behalf of the students, the president of NANS, Kadiri Aruna, said South African companies in Nigeria had only 48 hours to leave Nigerian soil, else Nigerian students will retaliate by pulling down all MTN masts in the country in the country. DSTV and Shoprite were also not left out in the threats.

Aruna said:
I dont want to say we will be barbaric but we will not be lawful in our actions, we will do it and face the consequences, enough of this rubbish.
Aruna went further to reminisce on how Nigeria was instrumental in freeing South Africans from apartheid and Nigeria contributed 80 per cent of the freedom the South Africans are enjoying today because we saved them from the jaws of apartheid and have over the years supported South Africa financially. He said it was time to take action and called on the Federal Government to step up and work towards evacuating Nigerians in South Africa. He also suggestion cutting diplomatic ties with the South Africans due to the silence of their government in the face of the attacks.
"The government of South Africa is criminally tranquil and they say silence is consent, and their police are folding their hands while they are killing Nigerians, this is conspiracy, enough is enough, he said.

We Are Not Aware Teachers Are Impregnating School Girls - GES PRO

The Ghana Education Service (GES) says it is unaware teachers are impregnating their pupils as reported by a section of the media stating most cases turn out to be untrue.

Public Relations Officer of the GES Rev Jonathan Bettey said the headquarters has not received any such reports and figures adding that they only heard of the reports in the media.

He however stated that they have punitive ways of sanctioning teachers who engage in such acts including such teachers transferred to other areas.

The Headquarters has not received any such reports and figures. We only heard of them in the media. It is not true that teachers are sleeping with school children. We have punitive ways of sanctioning teachers who engage in such acts. Such teachers are mostly transferred. He disclosed on Kumasi-based Ultimate FM.

But Bright Appiah of Child Rights International underscored the need for pragmatic measures to put in place by stakeholders in dealing with the issue and urged the GES to be proactive.

We need to ensure that we put in place definite measures to deal with these issues. My worry is about why it is only about teachers. The Ghana Education Service must be very proactive, he urged.

There is a report that Teachers in the Central Region have been named among the top groups of people who impregnated teenage girls in the area in 2016. They are reported to have impregnated 301 of the 12,048 pregnant young girls in the region in 2016.

The two suspected robbers -Yakubu Ibrahim, a 21-year-old drivers mate, and Agali Musah, a 24-year-old motor mechanic â€" were said to have attacked a mobile money operator at gun point and robbed her of her sales and items.

The police said the suspects are on their wanted list for various mobile money merchant robberies.

Items retrieved on the suspects were one locally manufactured pistol, one BB live ammunition cartridge and a bag which contained some of the various recharge cards which was snatched from the victim.

Nevertheless, the money and the motorbike used for the operation could not be retrieved as a result of the public who had dissipated the money in their bid to mete out instant justice to the suspects before the arrival of the police. The bike was also nowhere to be found.

Briefing DAILY GUDIE, Assistant Superintendent of Police (ASP) Juliana Obeng, Tema Regional Police Public Relations Officer, explained that the suspects who were wielding a locally manufactured pistol on Saturday, February 18, 2017 at 8.30pm on a motorbike, attacked one Patricia Azaledzi, a mobile money merchant, at Pentecost Junction at Ashaiman.

She added that the victim quickly raised an alarm which led to the arrest of the suspects.

The police PRO pointed out that but for the timely arrival of the police at the scene, the suspects would have fled.

Government Must Define Beneficiaries Of Free SHS - SEND Ghana

The Country Director of SEND Ghana, a non-governmental organisation (NGO), Mr George Osei-Bimpeh, has urged the government to conduct an appropriate means test to clearly define those who have to benefit from its free senior high school (SHS) policy.

The assessment, he said, was necessary to support reduce the blanket cost which has the tendency to affect the implementation of the policy.

In an interview on February 16, Mr Bimpeh said: We have to develop an appropriate means test, to decide those who have to benefit from free SHS. In doing that we will be able to reduce the blanket cost that comes with it. It seems to me a lot of thinking hasnt gone into that aspect of it.

He added, we really need to define who has to benefit from free SHS, as a way of achieving proper targeting and for social protection purpose.

It will support reduce the cost that government has to bear in terms of providing free SHS. It doesnt have to go to everybody, there are people who have the means, he said.

He said while the NGO supports, in principle, that all Ghanaians must have access to education, it believed that given the current economic situation, there is the need to be strategic to know those who meet free education.

Reduce leakages

Mr Bimpeh said it was necessary for the government to also look at reducing the leakages in the education sector budget to save money.

How do we reduce the leakages and waste in the education budget as a way of optimising efficiency We can block the loopholes and save a lot, to save the idea. We need to block the avenues for corruption, he said.

His comments come on the back of the intent to allegedly use the Heritage Fund to fund the free SHS when it starts in September 2017.

He said the essence of the Heritage Fund was to take care of the future generation when the country ran out of oil resources.

Oil is finite and a time will come when we wont have it again. The argument of investing in the children now for the future is not convincing, he said.

CSPOG wants dialogue

The Civil Society Platform on Oil and Gas (CSPOG), a group championing the efficient management of the countrys oil revenues, in a statement on February 17, called on the government to hold a national dialogue on financing options for the free SHS.

If the enrolment and cost data available to government were shared, it will make for a more informed debate on the programmes viability in the immediate, medium to long term, the statement said.

Defence Minister assures staff of needed attention

The staff of the Ministry of Defence have received assurance that issues relating to their welfare and work would receive the needed attention from government.

They have therefore been advised to feel free to bring up their concerns for the appropriate action by management.

Minister for Defence, Dominic Nitiwul gave the assurance Monday when he spoke at his first staff durbar since he took office at the beginning of February.

Mr Nitiwul reminded the staff that the Ministry of Defence is not "Siberia" and since government was changing focus on the Ministry, staff concerns and interests would be duly addressed.

He told the staff that since assuming office as minister and "head servant" at the Ministry, it is important for him to get to know the staff he has to work with.

He said success resulted from a collective effort and called for team work as he and them worked together to serve the people of Ghana.

He also assured them that they could benefit from efforts underway to retool and improve the working and living conditions in the Armed Forces.

The Defence Ministry reiterated government's plan to build a third military hospital in Tamale, renovate the 37 Military Hospital, enhance support to peacekeeping troops and embark on a barracks regeneration programme to improve and increase housing in the military.

Ghana, Czech Republic deepen ties

Ghana and the Czech Republic have identified new opportunities to strengthen the relations between the two countries.

This came to light when the Czech Republic Ambassador to Ghana, Her Excellency (HE) Madam Margita Fuschova, paid courtesy call on the Minister for Defence, Dominic Nitiwul.

Among the many issues discussed at the meeting included defence and security, defence industries, modern equipment support to Ghana by the Czech Republic and medical supplies and training for Ghana Armed Forces personnel.

According to Madam Fuschova, her country was interested in assisting Ghana's defence sector in equipment supplies, technology transfer, study by military personnel in Czech institutions and improving the quality of life of Ghanaian soldiers.

She also reiterated the Czech government's preparedness to support the Ministry in developing to a modern standard, the new shoe factory in Kumasi which was restarted a few years ago with Czech funding.

The Ambassador has therefore entreated the Defence Minister to reconsider an earlier memorandum of understanding (MOU) on defence cooperation signed between the two countries and review areas where necessary.

"Czech investors are ready to come to Ghana" for business, the Ambassador assured, and encouraged the Ministry of Defence to look again at the MOU "so we start a new process" .

Referring to the beginning of the Ghana-Czech relations dating back to Ghana's first republic, Madam Fuschova said her visit to The Square was therefore to deepen relationship between the two countries.

She extended an invitation to the Minister to visit her country to see what they could offer Ghana.

Ghana's Defence Minister Dominic Nitiwul acknowledged the long-standing relations between the two countries and said Ghana was appreciative of Czech government assistance over the years.

He outlined government's priority areas to include improving housing for the Armed Forces, training of air force pilots and other technical staff and actualizing the one district-one factory concept. On the latter, the minister said the defence industries programme was of great interest to government and hoped the Czech Republic could help in that area as well.

4 arrested for human trafficking

The police have raided and arrested four persons including an Arabian for allegedly being part of a human trafficking ring in Accra.

This follows a Joy News collaboration with the Anti-Human Trafficking Unit of the Police Service about the activities of human traffickers.

According to Joy News' Kwetey Nartey, the ring leader had arranged for some girls they intend trafficking to the Gulf States to take their medicals today so a surveillance to monitor their movements at Mamobi was put in place.

The girls were taken to an uncompleted house where a nurse was on hand to take their blood for testing after which they will be camped and later flown out of the country.

They had an official from the passport office on standby to assist the Arabian in securing fake birth certificates and passports for the girls.

The man, whose name is withheld for security reasons, is alleged to be recruiting girls who are slim and between the ages of 18-22 whom, he has promised to provide free accommodation, travel documents, passports and juicy jobs in Dubai, Kuwait, Malaysia and Saudi Arabia.

His mode of operation is to scout for girls at pubs and urge them to help him recruit girls from the hinterlands. For any girl these agents provide he pays them GHC200 cedis per head.

Also included in his network are officials at passport office who work on securing the needed travel documents for the girls.

For now, police investigations are ongoing.
Joy News' Kwetey Nartey has for months been investigating issues relating to girls who are turned into sex slaves in the Gulf States.

Employers of domestic workers in the Gulf Cooperation Council (Saudi Arabia, Kuwait, Qatar, Bahrain, United Arab Emirates, and Oman) commonly called the ‘Gulf States have been guiltyof abusing and maltreating domestic workers.

Only recently there was the harrowing report of how a lady jumped from a three-storey building in an attempt to escape rape.

With more than 90 percent of domestic workers being migrant workers, some have also praised their employers for taking good care of them.

Kwetey Nartey has been investigating some of these harrowing human rights abuses perpetrated by these trafficking rings who deceive young girls and send them to the Gulf States.

It is a project he has been working on together with Africa Centre for International Law and PANOS Institute of West Africa on the harmful effects of cross-border migration.
