Tema Station: Man Found Dead


A man believed to be about 38 years old has died at the Tema Station at Tudu in Accra.

The incident occurred on Thursday June 30, 2016 at 6:30am.

According to an eyewitness, Isaac, also known as Libyan Burger, who spoke with Chief Jerry Forson on Accra100.5FM, the deceased â€" a known cocaine addict and petty trader â€" had visited the public toilet at the station Thursday morning but toll collectors realised he looked weak. After his prolonged stay in the lavatory, some young men were mobilised to fetch him out. He was left in the car park, where he died moments later.

He said the body had begun to swell and was already giving off horrible odour.

However, a policeman who happened to be passing by, arrested one Ataa Papa, one of the men involved in conveying the body from the toilet and has been whisked away in a police vehicle to an unknown police station along with his twins â€" whom he refused to leave in anyone’s care.

Watch What You Say On Facebook Or You Might Not Be Able To Enter The US...


US may screen foreign traveller's Facebook and Twitter accounts to know what you are saying, USA Today reports.

The US government's new proposal to curb terrorism involves snooping around social media accounts of foreign travelers. The new proposal to query visitors and non-citizens for their “social media identifier”could support border agents “investigate” your background without having to go to the NSA, Customs and Border Protection, which is part of the Department of Homeland Security (DHS), believes having this “identifier” could support it find “possible nefarious activity and connections.”

According to the Federal Register, if the plan is approved following a public consultation process that ends on August 22, those traveling under either the Electronic System for Travel Authorization (ESTA) or visa waiver programs under Form I-94W would have the option of answering, “Please enter information associated with your online presence â€" Provider/Platform â€" Social media identifier,"

The social media information would be gathered in addition to the numerous database checks, fingerprinting, and face-to-interviews that already take place.
How it would be processed is not revealed in the proposal and providing the information would be voluntary.

The DHS says that having access to social media details “will enhance the existing investigative process” and provide “an additional tool set which analysts and investigators may use to better analyze and investigate

The DHS said that it would be taking a closer look at the social media posts of visa applicants following the attack in San Bernardino, California last December in which 14 people were killed.

An examination of the social media profiles of the killers who carried out that massacre provided a fine deal of evidence for the investigation, although not enough to identify a motive which remains unclear.

Other changes to the visa waiver program, adopted by the US House of Representatives last December, require that travelers who have visited a particular list of countries in the previous five years, including Iraq, Syria, Egypt, Sudan, and Libya, be subjected to increased scrutinized.

"Collecting social media data will enhance the existing investigative process and provide DHS greater clarity and visibility to possible nefarious activity," the proposal said.

Twitter, Facebook and other social media services have been criticized for allowing terrorists to spread their message and influence others on their platforms. The family of a victim of the Paris terrorist attacks in November sued Facebook, Google and Twitter, claiming the companies allowed the Islamic State to spread propaganda to attract and train new recruits and celebrate attacks.

2016 Polls: Ghana Wont Fall Apart Duncan Williams


The Founder and General Overseer of the Action Chapel International (ACI), Archbishop Nicholas Duncan-Williams is very optimistic that this year’s elections will be peaceful.

According to him, Ghana will not fall apart if politicians put Ghana first as they campaign for victory in the 2016 elections.

“Don’t ignore Ghana because Ghana will not fall apart. Ghanaians especially politicians should put Ghana first and not involve themselves in fights as it has been happening in other African countries in every election year” he said.

Ghana votes in November to elect a president and parliamentarians for the next four years. President John Mahama of the ruling National Democratic Congress and Nana Akufo-Addo of the New Patriotic Party are the frontrunners in the polls expected to be neck- close.

However, the charismatic preacher said the peace of the nation must not be compromised under any circumstances.

He said the frustration and hardship in the country should not force anyone to foment dissent and violence in the country ahead of the polls.

“This year is an election year and it is vital for us to ensure peace in the election. No business, no banks, nothing operates; everything comes to a standstill. May we not see the peace of this country compromised even for rights. A time comes when you must decide between peace and rights,” he said.

Weija Spillage: We Wont Compensate Anyone GWCL


Residents along the Weija dam catchment area have been warned by the Ghana water Company Limited (GWCL) to move to safer grounds as more water will be spilled from the dam. The company also says it will not compensate anybody whose property gets destroyed by the spillage.

According to Head of Communications at GWCL, Stanley Martey, the decision to open the floodgates of the dam was as a result of the rise in the water level, which, if not spilled, would pose a threat to the facility.

Speaking to Class News, Mr Martey said the assemblies should be up and doing to prevent people from building along the dam’s catchment areas.

“We have been spilling for the past three weeks and the levels keep rising so it is affecting those people downstream beyond the dam because we have opened four gates and two of them are two feet in terms of height and the other two, one foot each. Our investigations or our checks indicate that there is more water flowing downstream; it means that we will continue spilling and people have built in the waterway so it is affecting them”, he stated.

“Now we want to use this opportunity to tell them that they need to evacuate the place and people should stop building in waterways and people should stop building in buffer zones and then the municipal and district assemblies should be up and doing”, Mr Martey added.

He cautioned that GWCL would not provide any form of compensation to anyone whose property will be destroyed in the spillage. “It is not our duty to compensate anybody. Beyond the reservoir, it has nothing to do with us. It is the municipal assembly…we are only concerned because of the situation at hand, but it is not within our remit to compensate anybody because there is a river and a buffer zone, if you build in a buffer zone, why do you want us to compensate you?” Mr Martey asked.

Mr Divine Doe Koblah a retired head of the Sub- Desk,  posted on his Facebook that Mrs  Kaba was everybody’s” friend and a big sister to the young men and women in the newsroom.

Mrs Kaba was born on May 24, 1981 at Tarkwa in the Western Region and attended the St Louis Senoir High School, Kumasi from 1997 to 1999. She obtained her Diploma in Communication Studies from the Ghana Institute of Journalism in 2005.

She was employed by the on May 1, 2009.

She got admission to the University of Ghana where she graduated with a Bachelor’s degree in Political Science and Information Studies in November 2015.

70-Year-Old Man Beheaded In Hohoe


A man believed to be in his mid-50s, Fred Mensah has reportedly beheaded a 70 year old man at Hohoe in the Volta Region on Tuesday.

The deceased was on his way to his farm when he was met by Fred Mensah who without any provocation stopped him, took his cutlass from him and cut off his head and his two hands.

After the dastardly act, the suspect who is mentally challenged paraded the town with the severed head and hands following which he was arrested by the youth of the town who called in the police.

A resident, Tony Srah who spoke to Kasapa News reported that the timely intervention by the police saved the suspect from being lynched by the furious residents.

The police subsequently conveyed the body to the Hohoe Government Hospital, while the suspect is currently behind bars at the Hohoe Police Station.

The police have since commenced investigations into the matter.

Director Unhappy About Lack Of Funding For HIV/AIDS Activities


Mrs. Theresa Adjei-Mensah, the Deputy Coordinating Director of the Sunyani Municipal Assembly, has expressed concern about the lack of funding for intensified HIV/AIDS campaign and activities in the Municipality.

She said HIV/AIDS sensitization and campaign had gone down drastically in the Municipality because many of the civil society and non-governmental organisations (NGOs) lacked funding to embark on the campaign.

Mrs. Adjei-Mensah told the Ghana News Agency in an interview on Monday in Sunyani that despite the fact that HIV prevalence in the Municipality dropped marginally from 5.2 per cent in 2014 to 3.2 per cent in 2015, concerted efforts were still required to control its spread.

The Deputy Coordinating Director, who had earlier addressed the mid-year review meeting of the Assembly said due to inadequate funds, civil society and non-governmental organisations were not able to reach out to communities.

Mrs. Adjei-Mensah said the Assembly had directed all NGOs and Community-based organisation’s (CBOs) undertaking HIV/AIDS education and campaign in the Municipality, to submit their work plan to the Assembly.

This is to ensure that the NGOs would undertake their HIV/AIDS activities based on the first 90 campaign of the United Nations Global 90-90-90 fast track target aligned to the Sustainable Development Goals (SDGs) and to end AIDS epidemic by 2030, she said.

The first 90 campaign is a national HIV campaign, being undertaken by the Ghana AIDS Commission (GAC), and aimed at ensuring that 90 percent of people living with HIV know their status by 2030.

Mrs. Adjei-Mensah said new HIV infections were being diagnosed daily and because HIV education had not gone down well with especially people in rural areas, many of those people were not responding to the call for voluntary testing and counselling.

MP Questions Foreign Affairs Ministry Over New Chip Passport


A Member of Parliament for Okaikoi Central Constituency has questioned the decision of the government to replace the country’s biometric passport with a chip passport.

Patrick Yaw Boamah wonders if the Foreign Affairs Ministry has thoroughly considered the implications the change will have on Ghanaians.

“The ministry is moving at such a speed that one will want to query why that nerve-breaking speed because it is not a requirement or it is not time bound for us to move quickly from the biometric to the chip passport,” he said.

The Foreign Affairs Ministry announced in May that starting 2017, Ghana will be issuing a chip-embedded biometric passport to Ghanaians.

Addressing the Ghanaian community in the capital city of Japan, Tokyo, the sector Minister, Hannah Tetteh said the change is expected to enable the nation meet international standards as well as support Ghanaians in the diaspora to acquire passport in Ghana’s 57 missions and consulates worldwide.

She disclosed the ministry is currently “going through a procurement process to build up the infrastructure across all our embassies.”

However, the NPP MP does not see the reason the ministry should be changing the biometric passport when the country adopted it some few years ago.

He disclosed “countries that are using the chip passport are those countries with the United States of America visa waiver” which Ghana is not a party to.

According to him, Parliament needs to “Find out whether the ministry has properly briefed Ghanaians or the public on steps being taken to change from biometric to the chip passport.”

This, the MP said is crucial because such a change has “serious national security consequences, economic consequences, and social consequences.”

Ghanaians seeking to get the passport, he said: “will have to move far and near to have this change in the passport and it has cost because to get the chip passport you need to spend not less than $50.”

Woman On Fire After Using A Mobile Phone While Filling Up Her Car At Fuel Station (Photos)


A young woman sustained burns on 60% of her body when she was engulfed by flames as she was using her phone while filling petrol in the car at a petrol station in Setapak Indah, Kualar Lumpur, Malaysia today, June 28.
"A spark ignited from the pump and triggered a reaction with her handphone," said Kuala Lumpur Fire and Rescue Department operations chief Samsol Maarif Saibani.

Firemen were alerted to the incident at 1.25pm and deployed five personnel from the Wangsa Maju Fire and Rescue Department.

Numerous signs are posted at petrol stations warning customers against using their phone there, especially when filling up petrol as it could trigger a fire. However, these signs are often ignored.

He said as members of a mediation group there was the need to create conditions that would make them stand out as an impartial group to facilitate peace among all parties in conflicts.

President Mahama said their activities were not to replace state apparatuses that were ensuring peace and stability but to provide alternative dispute resolutions to parties that were engaged in all manner of conflicts.

"Violence can never be used for any conflict resolution and we believe that your group will provide alternative dispute resolutions to our people all over the country," President Mahama said.

Reverend Emmanuel Asante, Chairman of the Board, who expressed the willingness of members to discharge their duties professionally, appealed to President Mahama to provide them with an office accommodation.

He said development hinged on quiet co-existence and the Council would serve to facilitate peace by demonstrating impartiality in their judgements.

Reverend Asante promised that they would perform their duties professionally devoid of bias decision-making and called on the Government to provide the necessary logistics to enable them to achieve their targets.

The National Peace Council Board is mandated to ensure general public safety and security, establish national infrastructure for conflict prevention, management and resolution and peace building in Ghana.

It is also to address the structural causes of pre-conflict as well as post-conflict situations in order to enhance human security, promote research, learning and sharing of fine practices within and outside the country as well as build partnership for resource mobilisation.

Most Rev. Prof. Emmanuel Martey and Bishop James Kweku Saah were not present at the swearing-in ceremony.

Lets End Poverty In Africa Fmr Prez Kufuor


Former President of Ghana, John Agyekum Kufuor, has challenged leaders in the African continent to harness potentials that exit in the region to end abject poverty and insecurity that have plagued most households.

Whiles harnessing potentials that exit in the region, Mr. Kufuor also wants the leaders to political and economic partnership within and outside the continent to effectively integrate the three pillars of sustainable development to ensure that livelihoods are improved.

The former Ghanaian President was speaking at a public lecture he chaired on “Sustainable Development and Economic Growth in Africa” at the University of Ghana (UG) on Monday.

The public lecture organized by Millennium Promise in collaboration with the Institute of Statistical, Social and Economic Research (ISSER) brought together development experts worldwide to brainstorm on a wide-range of issues that would stimulate socio-economic growth and development in Africa.

Areas discussed include education, agriculture and food security, water, environment and human health, energy, electronic and communication technology, entrepreneurship and the built environment.

Mr. Kufuor commenting further said effective leadership is very important to create the mindset for the implementation of the post 2015 agenda on Sustainable Development Goals (SDGs), entreating governments in the continent to create the conditions under which the SDGs should be delivered.

"Africa leaders must learn how to negotiate with the potential investors both national, local regional and global levels to support actualize the effective implementation of the sustainable development goals in order to propel socio-economic growth on the continent," Mr. Kufuor asserted.

Gov't Threatening ECG?


The Public Utility Workers Union (PUWU) has accused government of threatening management of the Electricity Company of Ghana (ECG) to stop its mass disconnection exercise aimed at recovering monies owed it by defaulting institutions.

In a bid to recover its debts, the utility service provider has embarked on a mass disconnection exercise; demanding that companies pay monies owed them.

Companies like the Ayensu Starch Factory have been affected. The Ayensu Starch factory owes GH¢408,163.00.

Electricity supply to the newly-constructed Cape Coast Sports Stadium has also been disconnected. The facility owes the Electricity Company of Ghana (ECG) GH¢719,792.46.

Already power supply to the Cape Coast Polytechnic has been cut by the ECG. The polytechnic owes ECG about GH¢1,017,542.

Meanwhile, the Ministries Block in Cape Coast which owed GH¢83,267.50 was asked to pay by Thursday or be blocked from using its prepaid systems.

The Ministries Block now uses pre-paid meters after it was disconnected some months back for non-payment of bills. The ministries building houses several state agencies in Cape Coast. The agencies operating in the building include the Ghana Education Service (GES), Immigration Service, Controller and Account General’s Department, Registrar General’s Department, Information Service Department, Daily Graphic, Ghanaian Times and the Ghana News Agency.

Speaking in an interview on Peace FM's morning show, ‘Kokrokoo’, Michael Adumatta Nyantakyi, Deputy General Secretary, PUWU, said so far the exercise has helped ECG to retrieve a lot of money which was in arrears and if the political interference is out of the way, ECG will do better.

"We realized ECG as a company was going through a lot of financial challenges and it was really affecting the company. And so once in a while, we go on a mobilization exercise to collect money being owed us. This is nothing new and it is not only directed at public institutions. Government makes promises and does not fulfill it. ECG is inefficient because of government and if government is to insist that its institutions pay their debt, ECG can function efficiently without the need to sell it…

We suspect a political pressure is being mounted on management and that is why they want us to stop this exercise. The level of political interference is worrying the company and when that is out of the way the company will do well."

ECG Cuts Supply To 30 Institutions In Central Region


The Central Regional Office of the Electricity Company of Ghana (ECG) on Monday began a mass disconnection exercise at some institutions in the region in a bid to retrieve huge debts owed it by the institutions.

The Ayensu Starch Factory at Bawjiase inaugurated last Friday, the newly constructed Cape Coast Sports Stadium and the Cape Coast Polytechnic together owe the company more than GHȻ2.3 million.

Mr Enoch Paul Heyes, the Central Regional Chairman of the Public Utility Workers Union, which is spearheading the exercise, told the Ghana News Agency that about 30 institutions had been disconnected in nine districts of the company in the region as at Tuesday afternoon.

Other institutions indebted are the Komenda, Fosu and Our Ladies of Apostle (OLA) Colleges of Education, the Cape Coast Nurses and Midwifery Nursing Training College, Biriwa, Assin Fosu and Praso Vocational Training institutes, and Assin Fosu and Apam District Education offices.

The organisations to be disconnected included the Mfantsiman Girls Senior High which owes 67,401.54, Jukwa Senior High School, GH¢78,789.82, Denkyira Senior High School, GH¢84,539.03, Bisease Senior High, GH¢64,932.00 and Mando Senior High,GH¢60,534.00.

He said the exercise would continue unabated until monies owed the company by the various private and government institutions, described as “high debtors” were dully retrieved.

He said ECG would not restore power supply once cut until payment or arrangement was made, but could not readily give the exact amount of money owned or the total number of defaulting institutions in the region.

Mr Heyes said several institutions, especially government institutions, had shattered several promises to pay adding that the company had no choice than to disconnect them since they were also indebted to the GRIDCO and other institutions.

He said the company was seen as inefficient because of interference by politicians and governments and that if debts owned the company were paid, it could enhance its services.

Mr Heyes said the ECG was being offered on concession for private sector participation in the management and operations because many of such institutions had failed to pay their bills.

He said the ECG, led by its union, would work on retrieving all monies owed the company by institutional and individual customers because it believed it could function effectively with the necessary resources.

However, as at Tuesday morning, some defaulting institutions such as the Cape Coast Nursing and Midwifery College, after the exercise on Monday, have initiated efforts to make arrangements to settle their debts.

Chief Threatens Demo Over Failing Tetteh Quarshie Hosp.


The Tetteh Quarshie Memorial Hospital at Mampong-Akuapem in the Eastern Region is in a “sorry state” and cannot deliver optimum healthcare, says the Apesemakahene of Akuapem, Nana Yirenkyi.

He said if Tetteh Quarshie, after whom the hospital was named, were to be alive, he would be embarrassed by the depressing state of the health facility, which serves the people of Akuapem North and South and Koforidua.

Speaking on Ghana Yensom on Accra100.5FM on Tuesday June 27, the chief said most facilities of the hospital had broken down, with kitchen and laundry equipment all damaged. Additionally, the maternity ward needs urgent repairs and the pharmacy had run out of medication.

Nana Yirenkyi said health insurance claims by the hospital had also not been honoured by the National Health Insurance Authority (NHIA).

“What we, the chiefs, are saying is that the blame should be shared by both staff and government, because the staff do not do their work well and the government fails to supervise the work of staff,” added the traditional ruler.

According to him, hospital staff are divided, often resorting to writing letters to government officials asking for the removal of particular management members â€" issues the traditional authorities knew little about.

Nana Yirenkyi threatened a demonstration against the government if the situation at the hospital did not change.

However, reacting, Mr George Opare-Addo, the Municipal Chief Executive (MCE) for Akuapem North, said the chief’s comments were “purely politically motivated” just to “give the government a terrible name”.

Mr Opare-Addo said the hospital faced challenges like any other health facility in the country â€" a situation he said did not affect its running. However, in the face of such challenges, the government had provided considerable support, including the installation of three new elevators to replace its previously dysfunctional lifts. Further, the accident centre had been refurbished with $100,000 from government coffers, while the hospital had been supplied with anaesthetic equipment and a power plant.

Regarding the faulty laundry machines at the hospital, he said he had been there to carry out an inspection with the regional minister and they were working on addressing the situation. Further, government was in the process of sourcing funds for the complete renovation of the hospital, which has not seen any repair works since 1994.

“So, the government is doing everything possible to ensure the hospital’s progress. I will plead with Nananom, if they have complaints [they should take it up with us first],” he urged.

GNFS Worried Over Recent Fire Deaths . . . Charges Officers Stop Being Armchair Commanders


The Chief Fire Officer (CFO), Dr. Albert Brown Gaisie, has charged commanders of the service to adopt proactive measures aimed at combating the menace of fires in the country.

Dr. Brown Gaisie emphasised that the era whereby commanders only become active when there is an accident of fire outbreak should be a thing of the past, stressing that there is the need for personnel to intensify education and create awareness amongst Ghanaians, on the need to adopt safety measures that can support prevent fire. 

The CFO made the call when he interacted with personnel of the service, made up of commanders, as well as the media, in Kumasi last Friday.

Dr. Brown Gaisie, who reiterated the concerns of the Interior Ministry and the Ghana National Fire Service Council, as far as recent incidents of fire outbreaks in the Ashanti Region, which have resulted in the deaths of 11 persons, said the service had devised several measures to support tackle the problem.

According to him, the rate of fatalities was unacceptable, adding that both the Ministry and the Council could not fathom how innocent lives were being lost on a daily basis through incidents of fire.

“Your duty is not only to sit in the comfort of your offices and claim to be working, you need to go out there and educate the people, constantly remind them about the need to prevent themselves from fire,” he cautioned.

The visit by the CFO follows recent fire incidents in the region, particularly, those at Mampong and Santasi, which resulted in the loss of ten lives, with another one losing his life last Thursday at North Suntreso in Kumasi.

Dr. Brown Gaisie disclosed that that the service was embarking, first of all, on the reconfiguration of tools and logistics, explaining that equipment were being moved from low risk areas to medium and high risk areas to ensure efficiency.

“As far as fire is concerned, the country has been zoned into three; Low, Medium and High Risks, but we have come to realise that some equipment may be needed in some areas more than others, so we have identified these priority areas, and are moving tools there,” he said.

The Chief Fire Officer, for instance, bewailed a situation whereby its personnel at Mampong found it difficult to break a burglar proof door, because there were no tools to do so, adding that the situation was unacceptable, and must not happen again.

He also charged personnel to collaborate with the Ghana Private Road Transport Union (GPRTU) to increase education on the highways.

He further intimated that the service would reignite the enforcement of Fire Safety Regulation, 2003 L.I 1725 that requires all households and owners of structures to observe high fire safety standards, failure of which can result in prosecution.

According to him, the regulation gives commanders of the service the authority to sue anyone or group of people that fail to adhere to the standards, and mentioned a case in point, where the Bechem Fire Command successfully sued some developers to get the court to stop the construction of some buildings which were not up to standard.

He further revealed the immediate introduction of the Home Fire Certificate, explaining that all fire commands will be required to liaise with local assemblies to support assist households to design their apartments to fit modern standards.

The CFO emphasised that under the programme, fire personnel would give guidelines on the creation of evacuation centres, points of exit, assembly points, simulation centres and placement of fire extinguishers at all major premises in the country.

On causes of fire outbreaks and whether the service suspects arson as a major contributor, Dr. Brown Gaisie said though arson was one of the major causes, its establishment could only be determined by the police, and not personnel of the Fire Service.

“There are various causes such as ignorance, negligence or carelessness on the part of people, but in the case of arson, we can only leave the police to conclude that after investigations,” he observed.

The CFO, therefore, charged the personnel to live above reproach, eschew rumours and pull him down attitudes, and work as a family to achieve success. He further hinted that the service was embarking on a performance appraisal to reward hardworking and dedicated staff, whilst announcing further that the government had given the assurance that the service conditions of personnel would soon be improved.

Dr. Brown Gaisie further announced the donation of undisclosed packages to families of the recent fire outbreaks at Mampong and Santasi. The Ashanti Regional Commander of the Service, ACFO Fiadjo, expressed gratitude to the Chief Fire Officer and his delegation for the visit, and pledged that the command would intensify its efforts to reduce fire incidents to the barest minimum.

Prisons To Expand Infrastructure In Ashanti


Acting Director-General of Prisons, Mr. Emmanuel Yao Adzator, has disclosed that the Ghana Prisons Service is to re-open its Kokofu Prison, and establish a new settlement camp prison at Ejura in the Ashanti Region.

This move, according to him, is aimed at expanding the Service’s agricultural activities to improve food production in the country, create space for reformation and rehabilitation, and decongest the densely populated prisons.

According to the Ashanti Regional Prisons Public Relations Officer, Assistant Superintendent of Prison (ASP) Richard Bukari, the acting director-general revealed this in his two-day tour of the region, where he held durbars with prison officers.

Mr. Adzator hinted that government and the Prisons Service Council through the ‘Efiase Project,’ was undertaking projects and programmes aimed at improving and expanding prison infrastructure that would inure to the benefit of both officers and prison inmates.

“I admonish you not to rest on your oars, but work hard to make our outlined plans successful. I also call on individuals and corporate bodies to come to the aid of Ghana Prisons Service, as government alone cannot manage it to make it deliver on its mandate effectively,” he added.

Mr. Adzator also mentioned that due to the Service’s adherence to International Corrections Standards as enshrined in the United Nations Charter, it has been made to chair the African Correctional Service Association (ACSA), which was hitherto chaired by South Africa.

Ashanti Regional Prisons Commander, Deputy Director of Prisons (DDP) Lord Nii Boye Tagoe, expressed appreciation to the Ag. director-general for the visit, and appealed to officers to co-operate with leadership for a successful implementation of prison policies.

The Prisons boss also as part of the tour visited the Kumasi Female Prison, Amanfrom, Ahinsan, Obuasi, and the Manhyia Prisons to interact with officers, and acquaint himself with current developments.

'Dumsor' Is Not Back - Power Ministry


Some parts of the country were plunged into darkness over the weekend and according to the Deputy Minister of Power, ‘it is not the return of dumsor’.

Speaking to Kwami Sefa Kayi on Peace FM's morning show ‘kokrokoo’, John Jinapor said the blackout was as a result of a problem they encountered with a plant at Aboadze.

" . . the problem has been rectified and power restored in some areas . . . to be truthful, we still have challenges with some of our plants and that is why some areas are still without light but efforts are being put in place to restore power to those communities as soon as possible," he said.

Mr Jinapor also admitted that the country is having challenges with gas supply from Nigeria.

According to him, Nigeria is unable to supply the country with light crude oil but arrangements are being made to get it from another source.

Residents Lament The Increasing Theft Of Cooked Food On Fire


The hardship brought about by the current economic recession in Nigeria has given rise to a spate of insecurity. According to a report by The Guardian.

In Kwara State, cooking a pot of soup is now an invitation to robbers, as cases of eagle-eyed hungry men absconding with cooked food still on the fire is now a daily occurrence.
The incident is widespread in areas without perimeter fencing and among women who cook or have opted to cook with coal pots. At each of such areas such as Tanke, Basin, Sango, Offa Garage, and Kilanko, the incident according to The Guardian investigations occurred over five times in just a week.
According to Alhaja Hamidalat Olawale at Sango:
"I was cooking around 5.00p.m. in readiness for the breaking of the fast for the day. It was beans and I decided to use coal pot at the open backyard. I had added all the food condiments and was waiting for the broth to dry up. But to my greatest surprise, I did not see the pot of the beans again.

"I was shocked discovering this. What amazed me was that the thief did not come for it before it was ready; he or she came when the food was ready and we were already salivating, meaning the person must have been closely monitoring me."

Another victim, an undergraduate of the University of Ilorin, Anita Bazuaye, said it was her pot of soup that disappeared beside her window.

"It was painful because as a student, it was difficult for me to get money again for another soup. In fact, when I managed to commence cooking again, I did not leave the place until I had securely packed the pot inside my room."
Reacting to the development, the Police spokesman, Ajayi Okasanmi (ASP), said no formal report to that effect had come to him or anyone within the state command, but warned that.
"It is a serious matter and we will not take it lightly with anyone caught in the act. The Penal Code frowns at theft and we will treat anyone in the act accordingly."

A former chairman of Nigeria Labour Congress (NLC) in the state, Emmanuel Ayeoribe, said the development could not be divorced from the non-payment of workers’ salaries.
"If nothing is urgently done to start regular payment of salaries, very soon, people will begin leaping over the fence to steal food, not just from unfenced quarters," he warned.

Military Probes Army Chief Over Car Gift


A vehicle donation made to the Army for operational purposes has landed the Chief of Staff at the General Headquarters of the Ghana Armed Forces, Brigadier General Sampson Adeti, in trouble.

The former General Officer Commanding (GOC) Southern Command of the Ghana Army is under investigations by the Military High Command for his alleged usurpation of a brand new Nissan pickup donated to the Army.

The missing pickup is said to be causing anxiety among soldiers who have taken to social media to lambast their commanders, eroding the espirit de corps among the forces.

The donation was made to the Southern Command by the Bank of Ghana when General Adeti was the GOC before his new appointment.

Following a publication of the story by DAILY GUIDE a little over two weeks ago, which rattled the military high command since the said vehicle was not allegedly captured in the inventory of the Southern Command, the military administration swung into action by ordering an investigation into the allegation.

The DAILY GUIDE report which triggered the probe stated that the One-Star General failed to follow the procedure for receipt of donations to the Ghana Armed Forces: it was detected that in his handing-over notes to his successor, he did not include the said vehicle â€" a procedural breach. The donation was not included in the Part 10 Orders in consonance with military demands, suggesting that the Army chief was up to something.

A DVLA transfer document also showed that the General, who processed the transfer, used his house number and personal mobile phone numbers, a deviation from the standard.

The DVLA documentation reads among others: Postal Address HQ Southern Command Kpeshie Ridge, Teshie, Residential Address 20 Juba Villas Burma Camp, telephone number 0244312698.

When DAILY GUIDE called on him at the General Headquarters, he said the vehicle, with registration No. GN 4240-15, was given to him by the Bank of Ghana in recognition of his singular services he rendered to the institution.

He also said that the vehicle was at the premises of the General Headquarters and therefore available for inspection.

Senior Colonels were handicapped over shortage of vehicles, a situation which he said he had addressed so far.

A top official of the Bank of Ghana denied that the vehicle was donated to the Brig General because according to him, the bank does not give to individuals but to institutions.

A General was detailed to conduct investigation into the subject matter, an assignment which took him to the Bank of Ghana and the offices of DAILY GUIDE.

The General spent two days cross-examining the Chief News Editor of DAILY GUIDE on the issue.

Following the report, other media outlets picked it up for further dissemination and the social media was awash with the plaintive remarks by the soldiers â€" a development which the military high command is taking very seriously.

They took exception to the anomaly which, according to them, leaves much to be desired.

A correspondence dated 2nd June, 2016 from the Bank of Ghana and addressed to the General Officer Commanding the Southern Command of the Ghana Armed Forces headlined, ‘Re: Performance Of Security Duties-Bank of Ghana Locations,’ reads: “I write this as the Head of Security Department following our verbal discussion in my office yesterday, 1st June, 2016.

“First of all, let me congratulate you on your assumption of office as the General Officer Commanding Southern Command and hope that the existing cordial relationship between your Command and the bank will continue to grow from strength to strength.

“Before I narrate some of the Bank of Ghana’s   corporate social responsibilities for communities and institutions and individuals and the state security agencies, I wish to state that the Central Bank of Ghana is bound to be protected statutorily by the state’s security agencies as the government bank.

“Under the constitution in the Bank’s Act 2002 (Act 612), individual troops have no direct benefit or benefits from the Central Bank of Ghana. In the same vein, the bank does not charge for services rendered to any state security agency or government department.

“However, the bank under its financial regulations pays an allowance or ration to the guards or troops of any security agency that renders any statutory service for it. Ministry Revamps Housing Project


The affordable housing project which was begun in 2005 with the objective of providing accommodation for low  middle-income workers has been revamped, the Minister of Water Resources, Works and Housing, Dr Kwaku Agyemang-Mensah, has stated.
 
He said the ministry was currently in partnership with the Social Security and National Insurance Trust (SSNIT), the Tema Development Corporation (TDC) and other housing developers to complete the projects which had stalled over the past seven years.

Dr Agyemang-Mensah made this known when he opened the 2016 edition of the Water Africa and West Africa Building & Construction Exhibition and Seminar in Accra last Wednesday.

Meanwhile, he said, work on the Borteyman housing project, comprising 1,368 housing units, was progressing steadily and scheduled to be completed next month, while the government was making arrangements with SSNIT to complete the 1,030 housing units in Asokore Mampong.

Dr Agyemang-Mensah said current housing supply stood at an estimated 35,000 units annually, out of which about 90 per cent was provided by the private sector. 

Meanwhile, he said, the government needed a minimum of 170,000 housing units per annum over the next 10 years to address the housing deficit fully. 

Under the circumstance, he pointed out that addressing the challenge was the responsibility of the government, private sector operatives and academia.

Other interventions

Dr Agyemang-Mensah also announced that in line with the effort to promote the development of affordable housing units, the Rent Act which was enacted in 1963 was being replaced with a new act.

He said a Real Estate Agency Authority Bill meant to regulate and sanitise the activities of practitioners in the real estate sector had also been laid before Parliament for consideration. 

The bill covers the sale, purchase, renting and leasing of real estate and related fixed assets in the country.

Dr Agyemang-Mensah said increases in population and rapid urbanisation were associated with high demand for houses which when in short supply, led to the creation of slums and squalor conditions. 

He, therefore, expressed the hope that the event would make for fruitful discussions and focus on key issues pertaining to the industry, such as how to reduce cost of construction, promote an effective maintenance culture and for professionals in the industry to come up with innovative designs that promoted the usage of solar energy.

Water supply

The minister said with help from the World Bank, the government was carrying out the Greater Accra Metropolitan Area Sanitation and Water Project which aimed at expanding the water distribution network within the area. 

He said because Accra was continually expanding and the population was also increasing, it was becoming more difficult to supply water to homes.

He, therefore, encouraged consumers to make known their concerns and complaints to the Ghana Water Company.

On rural water supply, Dr Agyemang-Mensah said the government, with help from the Chinese Government, was currently undertaking a project to dig 1,000 boreholes in six regions, namely Upper East, Upper West, Western, Central, Volta and Eastern. 

He said six other regions were also to benefit from a sustainable rural water and sanitation project. They are the Northern, Upper East and West; Central, Brong Ahafo and Western.

For her part, the Managing Director of African Conferences & Exhibitions Limited (ACE), the event managers Ms Tracy Nolan-Shaw, said the event was an internationally recognised trade show which allowed exhibitors to reach out to key decision-makers from the water, waste water and building and construction industries in West-Africa.

Abrogate US$2bn COCOBOD Loan


Chief Executive Officer (CEO) of Morton Farms, Nii Noi Morton, has called for the abrogation of the US$ 2 billion dollar syndicated loan approved by Parliament to finance the purchase of cocoa beans for the 2016/17 crop season.

Parliament of Ghana in June this year gave the Ghana Cocoa Board (COCOBOD) the green light to go for a US$2 billion dollar syndicated loan to finance the purchase of cocoa beans for the 2016/17 crop season.

Mr. Morton contended that the cocoa farmer was an critical stakeholder in the cocoa value chain and must therefore be well catered for.

He consequently called on Parliament to abrogate the loan facility or ensure that one billion out of the loan facility is set aside and shared among cocoa farmers, stressing that government must promote the welfare of cocoa farmers.

According to him, the monies requested by COCOBOD for 2016 were too much, because without the existence of the cocoa farmer, cocoa board cannot purchase cocoa beans on their behalf, hence cocoa farmers must be given one billion dollars out of the loan to better their lot.

He explained that considering the current situation where several Ghanaian cocoa farmers do not have access to inputs such as fertilizers which he alleged were being smuggled to other African countries, such monies should not have passed the approval test.

In an interview with Today on some of the challenges facing the cocoa sector, Mr. Morton said government must sit up and address those challenges.

According to him, government’s help to the industry was woefully inadequate, considering the huge capital needed to cultivate the crop.

Citing an example to buttress his case, he said his 235 acre cocoa farm at Sunyani Chira in the Brong Ahafo Region only received 7,000 cocoa seedlings and 180 pods which officials of cocoa board told him he should use for “Atojwe,” which literally means “start-up.”

He stated that if government does not consider the interest of the cocoa farmer and the long term benefit of doing the right thing now but continues to “shortchange’ the farmers, cocoa production will continue to decline.

He disclosed that plans were far-advanced by him to bring in an American company to construct a solar irrigation system on his 235 acre farm, which benefit, he said, will be immense “because the crop will no longer be seasonal but all year round.”

Mr. Morton also urged government to do same by supporting any cocoa farmer who owns between five or more acre farm plantation.

He also asked government to construct the road network from Sunyani Chira, specifically from Tetehkrom near the Tano River, which is in a very deplorable situation.

Mr. Morton also tasked government to revamp the cocoa industry to attract more youth into cocoa farming as the current crop of cocoa farmers in the country were ageing.

“There is the need therefore for the youth to be motivated to go into the sector to sustain the industry,” he submitted.

EOCO To Open Fresh Charges Against SADA


The Executive Director of the Economic and Organised Crime Office (EOCO), Yao Charles says his outfit is preparing to take up the Savannah Accelerated Development Authority (SADA) issue of financial impropriety and probe into reports from the Auditor- General.

Mr Charles made the disclosure at the Public Accounts Committee (PAC) sitting at Parliament in Accra.

EOCO appeared before the Committee to acknowledgement queries from the Auditor-General’s report for late submission of 2010 and 2011 financial statement for audit.

The Audit report recommended that the Executive Director should instigate measures to ensure the Accountant is made more responsive to his duties by improving the accounting systems to facilitate the early submission of subsequent accounts.

According to Mr Charles, the delays were due to back logs of audit of previous years accounts.

Some of the infractions levelled against SADA in the Auditor-General report for 2013/2014 included a wasteful expenditure on trips to Turkey,which cost GH?186,372-which related to SADA and eight district assemblies that organized a sister city trip to Istanbul in 2013.

According to the Auditor’s recommendation, management should surcharge the total amount of GH?186,372 expended on the trip against the former CEO, Mr Gilbert Seidu Iddi who authorize the payments.

The other included an unapproved trip to Birmingham and Berlin, at a cost of GH?69,840-which related to a marketing trip organized by Kasmed Seed to explore opportunities for the sale of butternut squash in which three SADA staff participated.

Quality Education Requires Careful Evaluation Prof Gadzekpo


The Dean, School of Information and Communication Studies of the University of Ghana, Professor Audrey Gadzekpo,  has called for careful evaluation of what quality education means in today’s world, in ensuring learners have quality education.

She explained that we are in an era of globalization, fuelled by information and communication technologies which have implications for teaching and learning, hence the need for careful evaluation.

Professor Gadzekpo was giving a keynote address on the theme ‘Ensuring quality education through discipline: The role of stakeholders’, at the Achimota Basic School Speech and Prize-Giving Day.

She urged well-trained teachers to take a child-centred teaching approach and adopt a curriculum that imparts literacy, numeracy and basic skills for life.

Headmistress of the school, Mrs Edith Kyeremanten acknowledged the 1985 year group of the school for sponsoring the occasion. She also thanked the group for bringing back the speech and prize-giving ceremony, which was last held 15 years ago.

She urged students to break all odds and emerge successful citizens as noted for students who passed through the walls of the Achimota School.

Deserving students were awarded prizes in various subjects while staff were also awarded for their hard work.

The occasion was also used to launch the Achimota Basic School Endowment Fund.

Colombia Army Helicopter Crashes, Killing 17


Seventeen members of the Colombian security forces have died in a helicopter crash north-west of Bogota, the army has said.

The wreckage of the army helicopter was found on Monday in Pensilvania in the central province of Caldas, a day after the aircraft had gone missing.
